Life Science Manufacturing Site Project Scheduler Job Description

The scheduler is responsible for the development, integration and maintenance of the overall integrated project schedule (IPS) necessary to provide the project team a credible and predictable timeline plan to execute the project and make effective decisions. The scheduler leads the project planning and schedule development process required to achieve the Final Project Objectives.

 

The IPS is defined as a network of tasks linked from the project start through to the project finish, reflecting the interdependencies between tasks and milestones. The IPS forms the basis for performance measurement, Schedule Key Performance Indicators (SKPI’s) and is used to track progress, forecasts, and changes throughout the execution of the project. The IPS is used to identify the project critical path, as well as driving paths to major interim events or deliverables. Throughout the life of the project, the level of detail of the IPS will vary as more information becomes available.

 

The scheduler’s roles and responsibilities are:

  • Review the scope of the work, project requirements, lines of responsibility, and project objectives and constraints to assist the development of the strategy for effective project delivery.
  • Identify the major activities to be performed and the preferred sequence in which they are to be accomplished.
  • Establish a clear schedule development and maintenance process to ensure that the overall IPS includes the entire project scope of work, client requirements, lines of responsibility, schedule review, approval requirements & reporting distribution.
  • Support the project team’s effort toward the development of the project plan and translating that project plan into the project schedule.
  • Develop the integrated plan to effectively execute the scope of work and meet project objectives.
  • Define and align with the Project Manager, Project Controls, A/E and CM firms on a work breakdown and activity coding structure most appropriate for the project. An initial WBS should be agreed before working on any schedule. The WBS must have the flexibility to accommodate all the project phases and have the ability to output reports appropriate for each stage.
  • Create and maintain a risk register to support the schedule risk assessment.
  • Facilitate alignment, lead implementation and monitor adherence of a suitable method for measuring, tracking and forecasting overall project progress including trending charts and schedule analysis.
  • Facilitate alignment, lead implementation and monitor adherence of a schedule update calendar and workflow for the updating of the project schedule to ensure timely reporting of schedule information and progress.
  • Lead analysis of schedule trends, lead determination of risks and development of options for corrective action.
  • Assist with the development and implementation of acceptable planning and scheduling techniques and methods.
  • Assure the credibility of the information contained in the schedule.
  • Inform the project management team of changes to schedule and/or FPOs.
  • Help define schedule contingency.
  • Facilitate alignment, lead implementation and monitor adherence of the calendars to be used in the project schedule.
  • Develop and maintain the overall project Level 1 & Level 2 schedules.
  • Integrate the Level 3 schedules to produce the overall IPS.
  • Facilitate alignment, lead implementation and monitor adherence of the key performance indicators for the project (see separate section – SKPI reporting).

  • Review contractor / vendor proposals, calculating quantities, and estimating expenses for materials, labor, and timeframes.
  • Managing project budgets, including forecasting and cost control measures.
  • Review and negotiate change orders.
  • Identifying potential savings for clients.
  • Review contractor and supplier invoices, field verify completeness of % work done.
  • Generate regular budget and progress reports.
  • Responsible for budget oversight and risk management:
  • Liaising closely with clients, architects, engineers, project managers, and contractors to ensure projects are cost-effective and meet quality standards.
  • Documenting any design changes and updating budgets accordingly.
  • Maintaining accurate records of project-related costs and financial transactions.

 

Life Science Manufacturing Site Project Cost Controller Job Description

  • Monitor project progress in line with the monthly reporting cycle, check accuracy and consistency of project data.
  • Perform project control function including updating budget, cash flow forecast, work in progress, and actuals.
  • Report milestones planned value and earned value data, % complete on projects and provide project commentaries.
  • Attend project status meetings report on major material status, update forecast per progress discussion.
  • Summarize project performance metrics and provide specialized direction and recommendation to project teams and management for the resolution of diverse project controls issues.
  • Interface with project stakeholders as a trusted advisor to provide guidance and recommendations for the project. 
  • Track and review change orders with project management and cost management team.
  • Produce monthly reports for management.
  • Contract Administration (retention, T&Cs, insurance, allowances, contingency, incentives).
  • Maintain record of scope changes, trends and variances that potentially affect performance.
  • Communicate project issues with client and other consultants on timely manner.
  • Implement best practices and reporting trends both internally and externally.
