Job Description


Turner & Townsend is seeking an experienced Cost Manager / Quantity Surveyor to support a major multi-phase data center construction program based onsite in Lubbock, Texas.

The development consists of a large-scale, multi-building campus currently under construction, delivered in phases over several years. This role will support cost planning, reporting, change control, and commercial coordination across a complex, fast-paced construction site environment.

You will work closely with client stakeholders, contractors, and project teams to ensure strong cost governance, accurate financial controls, and alignment across multiple workstreams throughout the project lifecycle.


Responsibilities:

  • Support the preparation, maintenance, and updating of cost plans, budgets, and estimates.
  • Assist in monthly cost reporting, forecasting, and preparation of executive summaries.
  • Gather, verify, and validate cost data from designers, contractors, and vendors.
  • Maintain cost records, benchmarks, and databases for ongoing improvement.
  • Support procurement activities, including quantity takeoffs, pricing reviews, and scope comparisons.
  • Assist with final account preparation and commercial closeout processes.
  • Manage day-to-day change management processes, including reviewing, validating, tracking, and reconciling change events.
  • Maintain cost control logs, monitor commitments, and track cost variances across active construction scopes.
  • Support contingency management and cost risk reviews.
  • Coordinate cost information with scheduling and project controls teams to ensure alignment between cost and program.
  • Participate in value engineering and cost optimization initiatives.
  • Monitor market conditions and provide updates to support cost planning activities.
  • Support client interface activities and help ensure project requirements are met.
  • Prepare commentary on contractor submissions and support governance and review processes.
  • Ensure adherence to Turner & Townsend Business Management Systems and delivery standards.
  • Provide guidance and support to junior team members as needed.
  • Assist with financial reporting tasks such as cost-to-complete, forecasting, and variance analysis.
  • SOX control responsibilities may be part of this role, which must be adhered to where applicable.

Qualifications

 

 

  • ​​​​​​​Ability to work onsite full-time in Lubbock, TX as part of an active construction project team.
  • Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or a related field.
  • 3–5+ years of experience in cost management, quantity surveying, or project controls within the construction industry.
  • Experience supporting medium- to large-scale construction programs; data center, industrial, or infrastructure experience preferred.
  • Strong understanding of civil, structural, and MEP construction scopes.
  • Proficiency in cost planning, budgeting, reporting, and cost control systems.
  • Experience supporting change management processes on active construction projects.
  • Ability to interpret project schedules and understand cost impacts.
  • Familiarity with procurement processes, contract administration, and commercial terms.
  • Progress toward RICS or similar professional accreditation is a plus.
  • Strong communication and stakeholder coordination skills.
  • Attention to detail with solid analytical ability.
  • Proficiency with Microsoft Office and cost management tools.
