Job Description
Project Manager (MEP) serves as the primary mechanical engineering point of contact for client stakeholders, ensuring mechanical system designs (HVAC, black utilities, clean utilities, SHE critical systems, and GMP systems) align with client standards, SHE requirements, GMP compliance, cost, and schedule. This role works closely with the Design Contractor and project team to translate technical requirements into engineering deliverables.
Key Responsibilities
General (All Areas - Non-Critical Areas: HVAC & Black Utilities)
- Engage with key client stakeholders to ensure their needs are understood and reflected in conceptual design (CD).
- Prepare Project Technical Requirements Specifications, including performance requirements and applicable client standards.
- Ensure all relevant specifications are delivered to the Design Contractor.
- Define and agree with Design Contractor on design deliverables for all stages (CD, BD, DD), including review levels.
- Review Contractor's response to Technical Requirements to ensure client requirements are correctly included.
- Prepare project-specific technical requirements as needed.
- Attend project meetings as required.
- Participate in procurement strategy for technical work packages (pre-qualification, contractor selection, technical scope).
- Produce regular Design Assurance Reports as planned by PM to ensure technical alignment.
- Identify value engineering opportunities.
- Ensure key client EHS and GMP compliance requirements are reflected in design deliverables.
- Attend EHS risk assessments to ensure alignment with client EHS requirements and include mitigations in design.
- Provide technical guidance to Package Owner teams.
- Ensure technical solutions are consistent with client, cost, and schedule requirements.
- Provide input to project planning.
- Review other packages as needed.
- Review BMS description of operation (from Electrical).
- Review EMS URS (from Electrical).
- Support development of redundancy strategy and maintenance philosophy.
- Review and input to Sustainability Checklist.
- Respond to construction queries when Design Contractor cannot provide answers.
Critical Items (SHE Critical - Systems: Pressure vessels & Fire suppression system)
- Work with Design Contractor to develop design, translating client technical requirements into engineering deliverables.
- Review Design Contractor enquiry specifications and participate in bid review/selection.
- Review all documentation (drawings & calculations) within scope to ensure correct interpretation of client requirements.
- Review and approve FAT & SAT protocols as required.
- Attend relevant FATs, mechanical completion inspections, and SATs to assure completeness and correctness.
- Review pressure vessel calculations and complete PV documentation.
- Review fire suppression system.
GMP Critical Items (Clean room HVAC & Clean Utilities)
- Prepare User Requirement Specifications (URS) for each GMP system, ensuring completeness (GMP, GEP, EHS) and technical correctness for C&Q execution.
- Champion timely engagement, review, and approval of URSs with client customer team.
- Review Design Contractor enquiry specifications and participate in bid review/selection.
- Review all documentation (drawings & calculations) within GMP scope.
- Work with Design Contractor to develop design, translating technical requirements into deliverables.
- Review containment philosophy.
- Review room classification, GMP zoning, and room data sheets.
- Review and approve FAT, SAT, DQ, IQ, and OQ protocols as required.
- Attend pre-FATs, FATs, mechanical completion inspections, and SATs to assure completeness and correctness.
- Provide technical support to Commissioning & Qualification (C&Q) activities.
Qualifications
- Bachelor's degree in Mechanical Engineering or a related field.
- 10+ years of mechanical engineering experience in pharmaceutical, biotech, or similarly regulated environments.
- Proven experience with GMP systems, HVAC, clean utilities, and black utilities.
- Familiarity with SHE critical systems (pressure vessels, fire suppression).
- Experience preparing URS, FAT/SAT protocols, and supporting C&Q activities.
- Understanding of value engineering, design assurance, and technical procurement.
- Strong collaborator with ability to engage client stakeholders and design contractors.
- Detail-focused with results-driven mindset.
- Able to respond to construction queries and escalate issues to Project Manager as needed.
- Proficient in English as a working language for international client and team communication.
