Job Description
- Lead the preparation of cost estimates across conceptual, schematic, detailed design, and IFC stages.
- Oversee quantity take-offs and ensure accuracy of discipline-specific BOQs.
- Review engineering drawings, design specifications, and scope documents to verify cost impacts and identify gaps.
- Maintain and update cost databases for materials, equipment, and labor across all disciplines.
- Support value-engineering exercises and provide cost-benefit analysis to project teams.
- Assist in developing procurement strategies and identifying long-lead or critical packages.
- Prepare and issue tender documents, RFQs, and RFPs for CSA/ Mechanical / Electrical works.
- Support bid evaluation through:
- Bid leveling
- Technical and commercial compliance reviews
- Supplier clarifications
- Contribute to negotiation strategies with vendors, contractors, and suppliers.
- Monitor market conditions, including material price trends, labor rates, and supply chain risks.
- Maintain benchmark data for data centers, industrial projects, and comparable builds.
- Provide insights on local and regional contractor capabilities within the Philippines and neighbouring APAC markets.
- Prepare cost reports, procurement status updates, and risk assessments for project leadership and clients.
- Track cost movements, forecast budget impacts, and highlight procurement risks.
- Ensure documentation is complete, compliant, and audit-ready across both disciplines.
- Evaluate cost impacts for design changes, RFIs, VO/CO claims, and scope adjustments.
- Support commercial teams in validating contractor claims and rate reasonableness.
- Coordinate with design managers, project controls, procurement, and engineering teams for alignment on changes.
Qualifications
- Bachelor’s degree in Engineering (Civil, Mechanical, Electrical), Quantity Surveying, Construction Management, Supply Chain, or related field.
- 8–12 years experience in estimating, procurement support, or commercial roles in construction.
- Experience in data centers, industrial, commercial, or MEP-intensive projects preferred.
- Background with PMC, EPC, or large general contractors is advantageous.
- Strong understanding of CSA or Mechanical or Electrical systems (multi-discipline experience is a plus).
- Strong analytical and numerical skills.
- Proficiency in estimating and procurement tools (CostX, Candy, Excel, ERP/Procurement platforms).
- Excellent understanding of tendering processes and contract structures.
- Ability to interpret drawings, specifications, and technical documentation.
