Job Description
Pre-contract and post-contract QS functions, covering:
- Measurement and estimating on civil and structural works – airfield, concrete and steel structure
- Tendering management support including tender evaluation
- Contract management including change/variation control, interim assessment of progress payment, budget forecast and control, and claim review
- Support project closure, including final account
- Airfield and Civil Work package lead within the QS team
- Client interfacing – responsible to liaise with Client’s PIC on design and construction issues
- Support the wider QS team on pre-tender estimate, tender queries, change control/tracking and tender evaluation
- Budget tracking, control and reporting
- Laison with Contractor’s package QS on variation assessment and progress payment evaluation
- Claim review and final account negotiation
Qualifications
- Bachelor’s degree in Cost Management, Quantity Surveying, Construction, Engineering, or a related field; Master’s degree is a plus.
- Minimum 7 years’ experience in cost management or construction projects (e.g. cost manager, construction manager, procurement, project manager, vendor, consultant etc.) within Aviation/Airport development, infrastructure projects (substructure, civil engineering works)
- Strong communication and leadership skills; experience in people management in a plus.
- Strong business acumen, with the ability to drive outcomes on behalf of clients and coordinate with construction and design teams to meet deadlines and deliverables
- Experience in client management with solid experience in client facing environment that requires incumbent to utilise critical business development skills and advisory skills to enhance project delivery on value management, value engineering, and life cycle costing.
- Native-level proficiency in English.
- Proficiency in Cost-X or equivalent cost estimation software.
