The Contracts Manager is responsible for overseeing the entire contract lifecycle with emphasis on pre-award and RFP processes. This role requires expert knowledge of contract administration, negotiation techniques, and procurement procedures to ensure organizational compliance and maximize value from vendor relationships.

Core Responsibilities

Pre-Award/RFP Management (50%)

  • Lead the development, review, and issuance of Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotations (RFQs)
  • Design evaluation criteria and scoring methodologies for vendor proposals
  • Coordinate pre-proposal conferences and site visits with potential bidders
  • Manage the proposal evaluation process, including assembling and guiding selection committees
  • Conduct cost and price analysis to determine fair and reasonable pricing
  • Prepare comprehensive bid analysis reports and recommendations for leadership
  • Ensure compliance with organizational procurement policies and applicable regulations
  • Lead negotiations with prospective vendors to secure favorable terms and conditions
  • Draft and finalize contract documents incorporating all negotiated terms
  • SOX control responsibilities may be part of this role, which are to be adhered to where applicable

Contract Administration (30%)

  • Maintain contract management systems and documentation repositories
  • Monitor vendor performance against contractual obligations and service level agreements
  • Process contract modifications, amendments, and change orders
  • Manage contract renewal cycles and termination processes
  • Coordinate contract closeout procedures and documentation
  • Conduct post-contract reviews to identify lessons learned and process improvements

Risk Management & Compliance (20%)

  • Identify and mitigate contract-related risks
  • Ensure adherence to organizational policies and applicable laws/regulations
  • Maintain current knowledge of industry best practices and regulatory changes
  • Develop standardized contract templates and procurement procedures
  • Maintain proper documentation for audit purposes
  • Provide training to staff on contract processes and compliance requirements

 

Qualifications

Qualifications

Required

  • Bachelor's degree in Business Administration, Supply Chain Management, Law, or related field
  • 5+ years of progressive experience in contract management with specific focus on pre-award and RFP processes
  • Demonstrated experience developing RFPs and managing competitive bidding processes
  • Proven track record of successful contract negotiations
  • Strong understanding of contract law and procurement regulations
  • Excellent analytical and problem-solving abilities
  • Superior written and verbal communication skills
  • Proficiency with contract management software and MS Office suite

Preferred

  • Professional certification such as CPCM (Certified Professional Contract Manager), CFCM (Certified Federal Contracts Manager), or CPP (Certified Procurement Professional)
  • Experience with public sector procurement processes
  • Knowledge of specific industry regulations relevant to our business
  • Experience with e-procurement systems and digital contract management tools

Work Environment

  • Primarily remote work based in Houston, TX or Denver, CO
  • May require occasional travel to vendor locations or other company sites
  • May require extended hours during peak procurement cycles or critical contract negotiations

Reporting Structure

  • Reports to: Director of Procurement/Chief Procurement Officer
  • Supervises: Contract Specialists and Contract Administrators (if applicable)

Additional Information

The salary range for this full-time role is $110K-$140k per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
