Job Description
Overall accountability for the service delivery and for maintaining a capable team, promoting connectivity, and assuring control of service delivery.
Brings strategic advice and applies industry knowledge, i.e. procurement strategy, operating model enhancement, delivery method improvements, working with the Assurance Team and Project Directors providing Cost Management input for the development/enhancement of construction management procedures, leading on Cost Management transformation initiatives.
Responsible for meeting/exceeding KPIs. Works with regional leads analyzing trends, addressing issues, cross sharing solutions and a source for escalation; responsible for issue resolution for all Cost Management deliverables and commercial matters.
Drives transformation of the cost management service offering along with innovation and best practices.
Works with CRS lead and regional leads to define, agree, and implement regional goals and commercial priorities. Working with regional leads to support ongoing solution of agreed priorities and provides summary report on progress.
Aligns with the assurance team and Project Directors and Governance Office on the maturity roadmap, over execution of the Cost Management initiatives.
Takes on direction from regional leads on edicts and implements direction to cost management team.
Delivers innovation and transformation providing industry and project delivery best practice and sharing and application of lessons learned.
Responsible for developing and maintaining the cost management playbook and associated delivery tool sets and systems.
Develops enhanced and simplified commercial reporting, analysis of program data, and periodic program performance reviews and assessments – aligned to the agreed KPIs and objectives.
Works with the assurance team and Project Directors to enhance and develop cost management templates and support training so that templates are utilized consistently through the program. Focuses on productivity, automation, and simplification – with the remits of the existing systems.
Develops and manages lesson learned process, that has measurable impact on future project delivery with visibility to the real estate team.
Ensure regional savings are tracked across all regions and provide quarterly report to Procurement and RES regional leadership.
Set up regional ROM process, templates, and SLAs.
Develop regionalized training material, presented in the agreed format, translated as required, for the Cost Management teams.
Develop and implement a rates library databases to support the cost delivery team.
Qualifications
- Degree qualifications in Quantity Surveying, Cost Management or similar function, preferably with financial institutions project experience.
- At least 15 years of similar experience with regional exposure, managing large international projects in Asia.
- Strong understanding of project governance and corporate reporting standards.
- Proven ability to manage large-scale projects and diverse teams.
- Ability to lead large multi-disciplined cost management teams, with excellent leadership and problem solving skills.
- High level of business awareness and financial acumen.
- Excellent team management and leadership skills.
- Strong stakeholder management capabilities.
- Ability to adapt and thrive in dynamic environments.
- Fluent in spoken and written English.
