Job Description
Turner & Townsend Heery Puerto Rico are seeking an experienced Senior Project Controls Manager (PCM) to work on a fast paced, large-scale Education construction program ($3 Billion +). The ideal candidate will be a self-starter, able to take the initiative and drive activities with limited supervision. The Sr Project Controls Manager collaborates with all staff and other functional teams throughout the projects’ lifecycle to: 1) ensure adequate definition of scope, cost, and schedule; 2) establish reasonable baselines; 3) identify and manage risk; and 4) track, monitor, and report program and individual project performance. With a keen eye for detail and experience of identifying continuous improvement opportunities, the candidate should have experience working in the construction industry. RELOCATION WILL BE PROVIDED FOR THE RIGHT CANDIDATE
Responsibilities
- Supports office management to ensure appropriate tools for budget preparation, tracking and reporting are in place and fully utilized. Ensures procedures are in place to control of financial records, statistics and reports.
- Implement and execute cost and schedule management program for projects. Support planning and execution efforts at various stages. Facilitate development of cost estimates and budgets and establish reasonable cost and schedule baselines.
- Implement change management practices and appropriately capture related cost and schedule activities.
- Develop reporting dashboards to communicate cost and schedule performance to office management and client in real time. Implement a standardized suite of cost and schedule reports that enable senior management and client to make data driven decisions.
- Perform trend analysis and actively evaluate project cost and schedule performance to identify potential risk areas, validate forecasts, and communicate those quickly to key stakeholders.
- Provides integrated reporting information to internal stakeholders.
- Collaborate with office management and other stakeholders to ensure buy-in and the development of processes and standards that meet client needs.
- Coordinates orientation and training for staff on tools and processes. Function as a super-user of PMIS system and other technology applications. Oversees conformance and use of other programs.
- Facilitate and assist to provide internal and external customer training on the PMIS application.
- Supervise other Project Controls staff as part of Project Control Team. Include participating in hiring, on-boarding, and training new staff.
- Coordinate work of Project Controls team with other office management staff and groups.
- Develop and manage Cost / Change Control procedures, including change order origination, review, negotiation, recommendations, and delay analysis.
- Cost/schedule management tracking
- Manage contingency draw.
- Budget Management and Tracking.
- Invoice / Payment Application, tracking and reporting.
- Produce monthly reports for management.
- Providing review reports.
- Produce earned value reports.
- Contract Administration (retention, T&Cs, insurance, allowances, contingency, incentives).
- Compiling as built cost estimate records for benchmarking purposes.
- Maintain cost benchmarking database.
- Develop and manage Document Control procedures.
- Tracking of all key project documents, including change orders, invoices and payments, lien releases, etc.
- Establish close out procedures and documentation requirements;
- Setting and attending change control and cost meetings as required.
- Attend risk meetings and maintain risk log.
- Monitor, track and analyze schedule progress at the Program level (actual vs. forecast).
Key Elements:
- Work with project managers to develop and maintain the RFP/SOW/change order templates for various projects and support the development of service agreements and SOWs as needed.
- Provide reports for the progress and status of SOWs open for long periods of time. Coordinate closure of POs at project-end and keep track of work orders status.
- Periodically review financial reports to ensure compliance with budget targets, reconciliation of project charges against approved contracts and support gathering data related to unit costs within sites.
Qualifications
- 15+ years of applicable experience
- Comprehensive understanding of construction estimating methodologies
- Comprehensive understanding of construction scheduling methodologies
- Comprehensive understanding of risk management
- Good knowledge of construction industry technical matters, such as different procurement routes, value management and value engineering.
- Advanced skills with spreadsheets, report writing and presentations.
- High proficiency in Microsoft Office and Google Suite of applications.
- Experience with cloud-based software.
- Primavera P6 scheduling knowledge preferred.
- Skilled in the use of industry accepted applications for cost, planning and progress measurement.
- Self-Motivated and proactive.
- Demonstrates a high level of self-organization, coordination, and planning.
- Good organization skills, ability to multi-task, be a team player and integrate easily with others.
- Must have strong and professional English oral and written communication skills.
- Experience working in a Cost focused Project Controls role in the construction industry.
- Mission critical, manufacturing, or pharmaceutical related experience preferred.
- College degree; ideally in construction, cost management, quantity surveying, engineering or related.
- Experience with cost loaded schedules.
- Requires a detailed knowledge of industry standards and methods.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
