Job Description
An opportunity for a motivated and experienced Infrastructure Commercial Manager/Contracts Manager to be part of Turner & Townsend’s growing Program Management team in Baltimore. We are also open to applicants from outside of New York who would be excited about this role and that meet the job criteria set out below.
Our Client is looking for an ambitious and diligent Commercial Manager to manage their mega program of rail projects in Baltimore. You will be an integral part of the wider team and tasked by our client with leading the team’s commercial management function.
Roles and Responsibilities
- Ownership of Commercial Management responsibilities at the program for all stages of all projects: planning, feasibility, Design, Construction & Close Out.
- Creation, issuance and presentation of early Cost Estimates to the Client to enable informed decision making in relation to lease events and stay vs go options.
- Manage and be responsible for filing and up to date record keeping of all commercial documentation and cost data.
- Work with the Program Team and project Delivery Teams to build Client specific cost benchmarking.
- Create, communicate, implement and manage various commercial processes for the benefit of our Client including but not limited to stakeholder invoicing processes, procurement strategy processes, bid process, cost reporting, invoice tracking, purchase order tracking, financial close out process.
- Work with all relevant client stakeholders to produce best practice tools, processes, and standards for capital discipline for capital projects. This should include, but not be limited to: standardized cost reporting, standardized rules of credit for calculating earned value, standardized guidance on contingency management, standardized guidance on accruals management, standardized guidance on project cash flow tracking, standardized guidance on cost and schedule certainty thresholds by stage gate, standardized methods for developing early cost and schedule estimates, standardized and globally agreed process for capturing financial planning data throughout the budgeting lifecycle.
- Facilitate and support client Project Leads and client Finance teams with the capture, storage and appropriate reporting of latest estimate data for their region.
- Appreciate and account for nuances in regional processes, accounting systems, industry norms, business driven budgeting cycles, funding mechanisms, and any other relevant factors when preparing capital discipline tools, processes, and standards.
- Support the roll out new commercial standards, processes, and tools; and assist with their integration to the client’s delivery model.
- Support the client Project Leads and client Finance teams with the annual OP or periodical latest estimate process in-line with the details outlined in the centrally driven capital discipline initiative.
- Work closely with project delivery teams to drive the Capital Discipline agenda during the Execute phase. Review the general contractor or the cost manager cost plans and monitor project spend against OP, interrogating deviations and suggesting remedial measures to the client Project Lead designed to return to plan. Reporting deviations to the responsible client Project Lead and manager along with viable options.
- Provide project support in Identify and Assess by preparing Type 0 and Type 1 cost estimates and schedules, utilizing T&T data, historic client data, local market data, and suitably qualified experienced professionals.
- Assure a smooth transition to a project team when handing over early estimates and schedules, taking care to explain the methodologies and expectations going forward.
- Communicate and support affiliated offshore entities in preparing or reviewing Type 0 and Type 1 estimates and schedules.
- Ensure the capture of the complete cost estimate at the point of financial approval (end of Stage Gate 4) and the final account data in a standard format and collate in a central database to feed into future early estimates.
- Use the cost data stored by the wider PMO to inform future early estimates on an ongoing basis.
- Compare project cost data stored by the wider PMO with anonymized client peer data gathered by T&T and relayed back to the client to identify areas to improve commercial delivery. This may form part of the learning engagements
Qualifications
- Our Client is looking for a Commercial Manager with the following experience, skillset and commercial knowledge of Rail and Tunneling Transportation projects
- Ability to manage and lead on commercial responsibilities relating to estimating, procurement, construction contracts, project controls and project close out.
- Experience of working alongside and communicating with Infrastructure functions such as Finance, Strategy & Planning, and Client Management
- Experience of commercially managing a portfolio of projects successfully with a collective value in the region of $1 billion
- Self-motivated and dependable. Must have the ability to prioritize workload and be organizationally astute
- Experience communicating with multiple stakeholders such as Design Teams, Client teams and Contractors.
- Demonstrate completion and presentation of comprehensive and accurate commercial Reports, Estimates and Analysis to the Client in a timely fashion.
