Job Description

 

The Community Workforce Coordinator – Project Manager is responsible for developing, implementing, and managing workforce development programs and initiatives aimed at enhancing employment opportunities for residents of Santa Barbara, CA. The Community Workforce Coordinator - Project Manager is to identify critical operations and perform necessary obligations typically found in a Community Workforce Agreement”, (CWA). 

This role involves collaborating with local government agencies, non-profit organizations, unions, labor crafts/trades, educational institutions, and businesses to create a robust network of support for workforce training and development. In addition, monitoring and compliance with the CWA is also crucial.  

 

Key Attributes 

 

  • Coordinate and facilitate Pre-Job conference with contractor and all subcontractors. 
  • Coordinate and communicate updates and reports identified in the CWA as required, but not less than once per month. 
  • Monitor and enforce all provisions of the CWA. 
  • Report using a comprehensive plan that facilitates the intent and purpose of the CWA. 
  • Provide services through the bidding, construction and closeout for the Project. 

 

Responsibilities 

 

  • Develop and implement process and procedures that address CWA requirements 
  • Implement plan and coordinate with the Union to provide opportunities for local contractors and suppliers to participate in the Project. 
  • Organizing community meetings, workshops, and events to promote workforce development programs and initiatives. 
  • Monitor and maintain adequate records as required per CWA and/or County processes. 
  • Coordinate with the Unions and Contractors in the administration of this Local Area resident preference. 
  • Develop plan to monitor, enforce, and maintain adequate records of all wages and benefits under this Project for compliance. 
  • Collecting and analyzing data on local labor market trends, employment outcomes, and program effectiveness 
  • Building and maintaining partnerships with local trade labor, community organizations, educational institutions, and other government agencies 
  • Assist in identifying, enforcing, and settling any potential violations or breach of the CWA. 
  • Monitor and assist in enforcing compliance by all Contractors and subcontractors. 
  • Schedule meetings with committee and County staff, develop agenda topics, and keep meeting minutes. Agendas shall include at a minimum, Agreement administration, progress of the Project, general labor management problems, and quarterly reports on apprentice utilization and training. 

Qualifications

 

  • Bachelor’s degree in social work, public administration, business administration, or a related field (master's degree preferred). 
  • Experience in workforce development, community engagement, or related fields. 
  • Knowledge of local labor market trends and employment resources. 
  • Strong communication, organizational, and interpersonal skills. 
  • Ability to work collaboratively with diverse stakeholders and community members. 

 

Preference 

 

  • Proximity to Santa Barbara. 
  • Experience with labor agreements. 

Additional Information

 

The salary range for this full-time role is $120K-$160 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package.  Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
