Job Description

 

Turner & Townsend are seeking a Project Controls Lead to help drive the Project Controls function for a large-scale biotech manufacturing facility. 

The ideal candidate is a passionate project controls manager who thrives on innovation and process improvement. Ideally you have strong experience in planning & scheduling, cost and commercial management, risk management, change management, stakeholder management, strategy development, leadership, continuous improvement, organizational strategy and program controls. 

*This role requires on site presence in Gaithersburg.

 

Primary responsibilities include: 

 

  • Development of project controls strategy, including processes and procedures for cost, schedule, risk, change and document management. 
  • Ability to work with global teams to bring a consistent methodology to the client on this project. 
  • Identification and implementation of initiatives, innovation and efficiency opportunities agreed with project controls leadership. 
  • Operational review, revision and (where necessary) implementation of project controls related governance processes. 
  • Support the annual capital planning processes. 
  • Liaison with Finance, Compliance, Operational Teams, the End User Business and other client stakeholders to develop and implement Controls strategies. 
  • Ownership & continued development of Project Controls Processes, Guidelines & Templates. 
  • Take responsibility for leading and developing the reporting structures for all financial and progress reporting, to convey information in a clear and concise manner for the Client. 
  • Management of the contracts administration teams. 
  • Working closely with various disciplines in project delivery and project controls teams to ensure the project is delivered safely and predictably on time and within budget, and timely and accurate cost and schedule data is obtained to inform data-driven decisions to improve performance. 
  • Lead a team of project controls managers and act as role model and mentor in their development. 
  • Ad-hoc duties as required by Project Controls Leadership.

Qualifications

 

  • Candidate should be skilled in project controls and have a minimum of 10+ years of experience in the Construction industry. 
  • Experience working within the pharmaceutical industry is preferred. Other highly regulated industries (oil & gas, nuclear etc) also considered favorable. 
  • Experience in building and leading high performing teams is essential. 
  • Experience working in a project controls leadership position on a large-scale project. 
  • Understanding of best practice relating to the delivery of major construction projects is preferred. 
  • Excellent collaboration and communication skills are required. 
  • Familiarity with project controls best practices. 
  • Candidate has a strong background in either cost or schedule controls. 
  • Candidate needs to be within commuting distance to the site and be prepared to attend site a minimum of 3 days per week.
  • Candidate needs to have experience in risk management, change management and document management.
