Job Description

 

Turner & Townsend Heery is looking for a QA Inspector / Owner’s Representative to manage construction of a new facility for the Forensic Science Lab and Office of the Chief Medical Examiner.

Project Background:

A new Department of Forensic Science Lab and Office of the Chief Medical Examiner - Central Facility located in Hanover County Virginia.

The building is 3 stories high, and 281,425 sf located on +/- 15-acre site.  Construction began in August 2022 and is scheduled to have a 36-month duration.

This project includes the construction of a new facility for the Department of Forensic Sciences (DFS) Central Laboratory, DFS Agency Wide Administrative Offices, The Office of the Chief Medical Examiner (OCME) Central Laboratory, OCME Agency-Wide Offices and the State Anatomical Program (SAP).

 

Responsibilities:

  • Conduct and monitor the progress of construction on a daily basis.
  • Review status of work completed during the period covered.
  • Review that work is generally proceeding in a good and workmanlike manner and in general accordance with the approved drawings and specifications.
  • Review contractors' direct cost payment requisitions and budget status.
  • Review of subcontracts, bonds/subcontractor default insurance, review of change orders, review of Developer's monthly job cost reports and opine on adequacy of contingency, review of construction and disbursement schedules.
  • Prepare project status reports and recommend the release of construction funds.
  • Review contract drawings and specifications and opine for completeness and general compliance with commonly accepted architectural /engineering best practices.
  • Analyze the contractor’s direct and indirect cost budget including cost estimate back-up, spot quantity take-offs and review of supporting documentation submitted by the contractor and subcontractors.
  • Prepare Construction Risk Assessment Reports.
  • Turner & Townsend Heery to provide Clerk-of-Works services as per the Construction Professional Services Manual (CPSM).
  • Construction phase services include:
    • Observation of the work for conformance with the contract documents
    • Review contractor payment applications
    • Review RFl’s and change orders
    • Track contractor schedule
    • Coordinate testing activities
    • Provide weekly field reporting
    • Coordinate owner furnished equipment and materials
    • Assist with the punch list development
    • Assist with close-out activities

Qualifications

 

  • A minimum of 5 years of ground-up construction experience is recommended.
  • Possess thorough knowledge of design and construction management practices.
  • Ability to independently manage and coordinate multiple design and construction projects.
  • Ability to effectively communicate (in oral and written form) and to use a computer for email, correspondence, reports, spreadsheets and automated project management systems.
  • Ability to create management reports.
  • Ability to coordinate work with customer departments, campus administration, designers, other project managers, government agencies, and other service and support agencies.
  • Ability to manage project finances, make and review estimates, negotiate contract.
  • Change orders with A/E firms and contractors, and to develop and manage value-engineering efforts.
  • Ability to perform contractor and A/E evaluations.
  • Ability to review construction drawings and specifications for constructability.
  • Knowledge of national, state and local codes and regulations applicable to the design and construction of facilities.
  • Ability to function in a team-oriented environment, taking on new tasks with enthusiasm and energy.

Education / Experience:

  • Bachelor's degree in Construction Management, Engineering, Architecture or a related field recommended.
