You are a Quantity Surveyor/Project Controls Lead  with field experience and a minimum of 10 years experience in a similar role.

Job Description

We are looking for a Calgary-based Lead Quantity Surveyor to join our team supporting projects in Alberta and British Columbia.

Reporting to the Director, Natural Resources, the Lead Quantity Surveyor (LQS) will be responsible to promote and implement Turner & Townsend best practices around progress verification, quantity measurement, productivity analysis, earned value management, analytics, and change management. This position will require a strong grasp of project controls, construction, and contracting matched with an aptitude for working with construction software.

The successful candidate must also be highly detail-oriented and organized with excellent analytic and problem-solving abilities. Experience in preparing earned value reporting, estimating, quantity take-off and field validations in industrial construction projects. The candidate must have a proven track record of working on large scale, complex industrial projects with LNG and mining experience being a plus to assist in covering construction activities with past experience in Lump Sum and Unit Rate types of contracts.  Excellent verbal and written communication and interpersonal skills are required.

Position responsibilities include, but are not limited to:

  • Responsible for performing and updating all aspects of the site-based quantity surveying/reporting to support project tracks within the Project, and supporting the Progress & Performance of ongoing construction work within your assigned construction discipline.  This position is to concentrate on pipeline activities which include but are not limited to tracking of: ground movement, excavation, equipment hours of operation, manpower count and hours worked, interferences encountered and cause, and installation quantities and hours credited.
  • Calculate and validate quantities from Engineering drawings, BIM Model Downloads, and Fabrication drawings and utilizing that information for conducting field quantity surveyor analysis.
  • Work closely with the Project Site Lead and other Site based QS’s field site planners to ensure alignment of earned value, schedule milestone delivery, and project progress reporting
  • Maintain and update the QS process for accurate Field data collection, performance measurements and progress validation and analysis for all related construction activities
  • Coordinate the work of field QS team and compile reporting for Project Site Lead
  • Ensure that submitted progress assessments are in accordance to the project Rules of Credits (RoC) and support the projects Earned Value Analysis
  • Perform field walk-downs to provide weekly quantity sample analysis on installed quantities vs reported progress.  Some of these walk-downs may utilize drone technology requiring knowledge of such technology or communications skills for obtaining the required data from the drone technology individual/team
  • Review weekly field reports to help identify possible areas of concern and support the teams in developing and implementing mitigation efforts to reflect accurate Field Progress (Earned Quantities and Earned Hours) driving the Project Master Schedule Progress
  • Review contractors’ quantity tracker and progress reports
  • Assist with review and development, issuance and evaluation of construction contractor’s change orders as required for their project tracks, aligning scope with budgeted hours
  • Responsible for understanding hydrostatic testing of ground level and below ground level HDPE, carbon steel, stainless steel and other material types for piping
  • Responsible for having or attaining knowledge of site, local, or geographical regulatory requirements.  Ensure all QS team activities are compliant with company specification and regulatory requirements
  • Responsible for team safety for all construction activities
  • Assist in review and attestation of invoicing as related to construction activities

Qualifications

Position requirements include, but are not limited to:

  • Minimum of 10 Years of experience on Chemical and Petrochem Project development or similar related work (Oil & Gas)
  • Professionally qualified (e.g. RICS, PMI, AACEI, etc.) in addition to a bachelor’s degree is highly preferred
  • Degree in Quantity Surveying, Engineering or Construction Management (a combination of other degrees coupled with adequate experience will also be considered).
  • Prior experience with Lump Sum, Reimbursable and Unit Rate contracts.
  • Proficient in MS Excel & MS Access for Data analysis and reporting purposes
  • Experience working with 3D BIM models
  • Demonstrates a high level of self-organization, coordination, and planning.
  • Team player and integrate easily with others.
  • Eligible to work in Canada
  • Excellent English oral and written communication skills.
  • Good facilitation, negotiation, presentation, analytical and interpersonal skills.

PREFERRED QUALIFICATIONS

Position qualifications include, but are not limited to:

  • Specific experience in LNG or Mining is a plus
  • Experience in QS based field progress validations.
  • Savvy in Field Data Collection
  • Construction Management background experience.
  • Experience in working with teams within a complex matrix environment.
  • Experience with commercial exhibits including Preambles, Schedules of Rates and Bills of Quantities for Unit Rate contracts and experience with Lump Sum contracts and Milestone progression for major EPC and construction contracts.
  • Experience with commercial exhibits for contract documents.
  • Ability to perform re-measurement of all discipline work scopes.
  • Reviewing and preparation of responses to contractual claims.
  • Reviewing contractor's payment application.
  • Prepare estimates.
