Turner & Townsend is seeking a Construction Administrator with a keen interest, experience and knowledge in Portfolio Administration. This role entails experience in Data Analysis and Lease Administration, and cost tracking on a daily basis.

Job Description

The Senior Cost Manager will be responsible for providing cost management services for one of our data center clients. 

The Senior Cost Manager will report to the Commission Lead.

Core Responsibilities

  • Support procurement process for Construction Manager (contractors) scope of work. This includes bid leveling / analysis and recommendation of most commercially advantageous contractor
  • Review contractor Guaranteed Maximum Price buy out process and make recommendation to the client’s Project Manager  
  • Review client work order for the contractors by providing commercial recommendations on content and validating alignment with agreed final submission from the contractor
  • Onboarding contractors to establish best practice and baseline expectations for change order submissions, payment application submissions and cashflow forecasting submissions
  • Desk review of monthly application for payment on an actual cost-plus basis. Verify all costs applied for are allowable per contract and supported by adequate substantiation / back-up prior to submission into client payment systems for pre-approval
  • Utilize client payment systems to review and approve selected contractor invoices
  • Provide monthly update to the portfolio dasbaord on project data
  • Support with cashflow management by assign the contractors cashflow forecast, providing comment and recommendations for adjustment monthly
  • Carry out change management support by evaluating and recommend approval, and/or rejection of cost of proposed change and tracking of change orders
  • Evaluation of contractor claims and provide recommendation to cleint Project Manager  
  • Verify all project closeout documentation required, per contract, has been received and is acceptable for the cleint
  • Provide commercial recommendations relating to partial and full retention release, in accordance with contract requirements

Qualifications

Minimum Requirements

The candidate should have 10 years of relevant cost management experience

The candidate should at a minimum bachelor’s degree in Quantity Surveying, Construction Management, Construction Engineering, Architecture, Civil Engineering, or a related construction degree; or equivalent years of transferable field experience

The candidate should have the following technical skills

  • A thorough knowledge of Cost Management methods and best practices.
  • A thorough knowledge of forecasting, budgeting, planning, design, schedule and scope management
  • Have the technical skills to read, understand, and communicate contract requirements including construction drawings and specifications and interpret construction methods
  • Technology competent in using the following Software: MS Outlook, MS Word, MS Excel, MS PowerPoint

 

The candidate should have the following soft skills

  • Strong interpersonal skills, comfortable working with a diverse range of personalities across clients and partner organizations
  • Ability to engage and manage multiple stakeholders
  • Strong analytical and numerical skills and flexibility to rapidly understand complex problems and shape these into workable solutions for delivery
  • Good written and verbal communication skills
  • Ability to develop concise and effective written presentations and participate effectively in meetings with senior client representatives

 

 

Valued but not required

The candidate has experience working in the data or tech industry 

The ideal candidate has:

  • A professional qualification i.e., RICS / AACE or similar certification
  • Experience in using electronic Project Management tools
