Job Description

Due to our client constructing three 200-bed District Hospitals under a $300 million contract for the Ministry of Health, Zambia we are actively recruiting for Quantity Surveyors / Senor Quantity Surveyors.

Working with a very friendly and highly skilled team your key tasks are expected to include the following:

  • Preparation and review of first principles construction cost estimates to ensure demonstrable value for money
  • Benchmarking of the cost estimate and indirect costs against comparable projects within Turner & Townsend's extensive cost database
  • Assess and separate all abnormal costs that 'skew' the value for money equation
  • Verify the scope of works against the items and quantities in the cost estimate, identifying and quantifying any gaps. This includes verifying that constructability issues are included in the estimate, and the estimate is aligned to relevant work breakdown structures
  • Understand the project drivers for cost and schedule, and determine whether the appropriate estimating and planning effort and accuracy has been applied
  • Review project drivers most likely to influence the cost and schedule outcome of the project
  • Verify the unit rates for labour, plant equipment and materials to capture whether appropriate pricing has been applied, taking into account local market conditions, geographical locations, cost of local labour and the proposed procurement strategy
  • Verify estimated labour norms and productivity in relation to the scope of works
  • Assess the location, nature of the site access and working conditions with regards to productivity.
  • Determine whether appropriate allowances have been adopted, particularly at the early phases of the project
  • Verify appropriate cost escalation adopted by applying Turner & Townsend’s industry forecasts against the project schedule
  • Assess whether contingency allowances are proportional to the risk remaining on the project and identify mitigation or enhancement strategies to enable the project to proceed
  • Review final out-turn cost against the initial cost plan and benchmark
  • Identify lessons learned for improving value for money on future projects

Qualifications

  • Bachelors Degree in Quantity Surveying or equivalent qualification
  • 3 - 6 years cost estimation, including the first principles estimation and benchmarking of energy projects
