Incorporated in 1957, the Town of Clarkdale operates under the council-manager form of government. The Town Council consists of the Mayor and four Council Members, all elected at large to serve staggered four-year terms. A Vice Mayor is chosen internally by a vote of the Council every two years. The Town Manager is appointed by the Town Council. The Town Council also appoints the Town Attorney and Town Magistrate.

The Town employs approximately 58 employees and its Fiscal Year 2025 budget is $48 million with a five-year capital improvement plan budget of $20.7 million. Clarkdale provides residents with an array of municipal services, including planning, permitting, zoning, economic development, special events, parks and recreation, public safety, utilities, and public works. The organization also provides financial, human resources, risk management, information technology, and emergency management functions for the Town.

Job Description

DESCRIPTION: Under direct supervision of the Parks and Recreation Director, this part-time position performs administrative and physical tasks in support of the Parks and Recreation Department. Hours for this position are primarily Monday through Friday, but will require work on Friday and occasional weekend, holiday, and evening hours for Town events or facility rentals. This department facilitates the Town’s Parks and Recreation events, coordinates Clark Memorial Clubhouse and Town Park Gazebo rentals, Verde River at Clarkdale operations, the Volunteer Program, and annual Volunteer Appreciation event, will assist with creating and distributing the Town’s monthly newsletter, and the maintenance of the Town’s social media outreach and website. This is a front desk position providing customer service and assistance to incoming visitors and phone callers. This position understands public trust and models the highest standards of personal and professional integrity expected of those working in public service.

SALARY: The hourly pay range for this position is $17.92 - $20. Highly qualified candidates may start above the minimum DOE.

CLASSIFICATION: Positions in this class are characterized by having abilities to handle a variety of tasks and interactions. An employee successful in this position performs duties efficiently with minimal supervision and at times considerable independence. Job functions require the ability to think independently, use discretion and good judgment, apply good customer service skills, and to follow and carry out written and verbal directions. This is an FLSA non-exempt. Eligible employees must participate in the Arizona State Retirement (ASRS) which includes a 100% Town match. This position is not eligible for insurance benefits; however, part-time employees do enjoy other Town benefits including paid time off for vacation, holidays and sick leave.

ESSENTIAL FUNCTIONS AND DUTIES:

  • Interact with the public, elected officials, coworkers, and business professionals on a regular basis.
  • Provide information to the public on Town services, programs, events, and operations.
  • Serve as Liaison for the Parks and Recreation Commission and annual facility agreement holders.
  • Coordinate Clubhouse facility rentals and special events and maintain on-call status during rental events. Occasional rental event coverage may be necessary if Clubhouse Ambassadors are unavailable.
  • Assist with development and implementation of new parks, events, projects, and programs.
  • May assist with the Town’s communication efforts including but not limited to social media content, website updates, newsletter, and print media.
  • Assist with Verde River at Clarkdale operations, including Commercial Outfitter operations and reporting.
  • Assist with planning, physical set-up and breakdown, promotions and operations of traditional Town sponsored events and community related programs, any of which will include weekends and evening work hours.
  • Assist with fundraising needs for Parks and Recreation Department-related events, programs, and special projects.
  • Respond to safety and other infrastructure matters at recreational sites.
  • Prepares, maintains and/or documents a variety of files, records, processes, and procedures.
  • Attends conferences, conventions and other educational and professional meetings and maintains certifications as needed or required.
  • Performs other duties as needed or assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education and/or Experience

Associate’s degree; OR any combination of education and/or experience which provides the knowledge, skills and abilities required. Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for satisfactory job performance will be considered. Preferred applicants will have a strong knowledge and understanding of customer service and communications and prior experience in the job requirement.

Special Requirements, Licenses, and Certificates

Must possess a valid drivers’ license (with the ability to transfer an out-of-state license to Arizona immediately) and maintain an acceptable driving record.

Knowledge, Skills, and Abilities

Knowledge of:

  • Applicable federal, state, and local laws, ordinances, statutes, rules, regulations, policies, and procedures, related to Parks and Recreation.
  • Knowledge and understanding of social media and digital media platforms.
  • Modern office practices, procedures, and equipment.
  • General and accepted accounting practices.

Skill and Ability to:

  • Develop and maintain effective interpersonal relationships.
  • Use modern office practices, procedures and Microsoft Office Suite software or relevant technical tools and software.
  • Effectively communicate whether orally or in writing.
  • Be available on call or after hours as needed.
  • Set goals, organize, and prioritize, and to work independently, at times under time constraints and deadlines.
  • Exercise initiative, apply sound judgment and produce reasonable recommendations.
  • Be flexible in the face of change.

Additional Information

PHYSICAL REQUIREMENTS

This classification involves working indoors and outdoors with various weather conditions. Mainly work is in an office environment that requires sitting for prolonged period, may be required to bend, reach stop, and life objects, requiring general manual dexterity. Must be able to visit job sites and other office locations, that may require the ability to maneuver over rough terrain. Strength sufficient to lift, carry and move up to twenty (20) lbs. with or without accommodations. Will be required to work outside normally scheduled hours, evenings, weekends and/or holidays. Will be required to travel to manage projects or attend meetings or training events.
