Sr. Project Manager

  • Full-time
  • Division: Geospatial Technology
  • Job Type - Secondary (if applicable): IT/Software Development

Job Description

Timmons Group is hiring a Senior Project Manager to join our Geospatial Solutions Development division, based in Richmond, VA or working remotely. This position leads delivery for a long-standing state government client, a multi-year program with new development, enhancements, maintenance and support, and modernization all running at once. The position may also lead or support engagements for our other state, local, federal, and non-government clients.

The Senior Project Manager is the primary client contact, advising on how to sequence and fund competing priorities, planning across overlapping timelines, and working with cross-functional teams to execute. The role also owns the financial side, including budgets, change orders, and monthly invoicing, and calls for enough technical depth to plan around architecture, integrations, data migrations, and releases. We welcome candidates from consulting firms and from state or local government who have managed technology projects and vendor partnerships.

Essential Duties and Responsibilities include but are not limited to:

  • Serve as the primary point of contact for the client, from day-to-day coordination through executive status reviews
  • Advise the client on trade-offs and priorities across new development, enhancements, support, and modernization
  • Navigate difficult conversations early, including scope disputes, slipping dates, and funding constraints
  • Run an integrated plan across concurrent workstreams and sequence shared people and environments
  • Hold teams to commitments; unblock, escalate, and keep work moving
  • Fit the delivery approach (agile, predictive, or hybrid) to each workstream
  • Manage risks, issues, dependencies, and decisions
  • Partner with business analysts, engineers, QA, UX, and architects to build the backlog and release plan
  • Balance support and maintenance requests against planned project work, including SLA commitments
  • Coordinate releases, client UAT, and go-live readiness
  • Own budgets, burn, and forecasts for each contract and task order
  • Prepare monthly invoices and resolve billing questions with the client
  • Price and negotiate change orders and new statements of work
  • Lead or support additional client engagements as assigned

Skills/Requirements of a successful candidate include but are not limited to:

  • Bachelor's degree in a related field, or an equivalent combination of education and experience
  • 7+ years managing custom software delivery, including 5+ years on state government programs, from either the vendor or agency side; experience with GIS or location-based applications is a plus
  • Experience with natural resources or environmental agencies, or with local, federal, or private-sector clients, is desirable
  • Experience as the main link between an agency and its technology partners on multi-year programs
  • Experience running concurrent workstreams, including legacy modernization alongside ongoing support and enhancements, and sequencing shared people across them
  • Hands-on contract and financial management, including budgets, invoicing, change orders, and public-sector procurement
  • Fluency in agile, predictive, and hybrid delivery; PMP or agile certifications are desirable
  • Strong advisory and communication skills, with the tenacity to keep work moving through difficult situations
  • Comfort using AI tools in day-to-day work
  • Familiarity with Azure DevOps, Microsoft 365, Basecamp, and Smartsheet, or comparable tools

Compensation: Our best estimate of the salary range for this position is $90,000-$140,000. There may be flexibility on salary for experienced candidates. Offers are based on a range of job-related factors such as internal equity, experience, skills, education, credentials, role complexity, and location.
