Job Description

The General Manager is accountable for the operational performance, safety, technical integrity and long-term optimisation of NPDL’s vessel fleet. Based in Singapore and reporting to the President, NPDL, this role leads the end-to-end management of marine operations across technical management, fleet maintenance, procurement, safety, compliance, shipboard operations and marine talent.

This role is responsible for ensuring the fleet operates safely, efficiently and in full compliance with all regulatory and class requirements, while maintaining vessel reliability, controlling expenditure and driving continuous improvement across the marine function. The General Manager Marine and Fleet will oversee preventative maintenance planning, dry dock execution, vessel inspections, procurement, bunker performance, technical budgeting and shipboard capability, while ensuring vessels remain operational with minimal downtime and no off-hire risk.

The role also provides strategic oversight and technical input into broader fleet development, including vessel specifications, second-hand vessel evaluations, new build programs, fuel efficiency, emissions, interoperability and long-term fleet capability planning. This position plays a key leadership role in building marine capability across both shipboard and shore-based teams, ensuring strong operational standards, succession planning and a high-performance safety culture across the fleet.

Key responsibilities include leading technical and operational fleet performance, managing marine OPEX and CAPEX, overseeing vessel procurement and dry dock programs, ensuring compliance with marine safety and environmental standards, supporting emergency response readiness, and building strong internal and external stakeholder relationships across the broader business, regulatory bodies and industry partners. The role requires strong commercial judgement, technical leadership and the ability to operate effectively in a complex, high-accountability marine environment.

Qualifications

Education

  • Relevant seagoing Certificate of Competency, ideally Class 1 (COC1)
  • Bachelor’s degree in Business, Law, Engineering or a related discipline, or equivalent industry experience

Experience

  • Significant senior leadership experience within ship management, ideally in a merchant marine or vessel operations environment
  • Minimum five years’ relevant seagoing experience
  • Proven experience leading both seagoing and shore-based marine teams
  • Demonstrated experience managing vessel operating budgets, maintenance spend and capital projects
  • Strong experience across marine compliance, regulatory and class frameworks
  • Proven track record managing marine regulators and external stakeholders
  • Experience delivering major marine projects including dry dockings, vessel modifications, construction and technical upgrades
  • Demonstrated experience leading emergency response and managing operational risk in a marine environment
  • Strong leadership capability with experience building high-performing teams and driving continuous improvement
