Organization Overview
Designated as Montgomery County’s Early Care and Education Coordinating Entity, the Children’s Opportunity Alliance (The Alliance) is responsible for building an equitable, high-quality, accessible, and sustainable early childhood system to support the well-being of children and families in the County. The Alliance is also charged with identifying and impacting systemic inequities and structurally violent practices and structures that create access barriers for vulnerable, racially, and ethnically diverse populations.
The Alliance is in the process of establishing itself as a new nonprofit organization, embarking on a period of strategic and action planning. Extensive work needs to be done in order to gain a full understanding of the early childhood system and the unique landscape of Montgomery County. The Alliance has a legislative duty to monitor and share outcomes data that measures the progress of early care and education system improvements. The Alliance must make public data sets available to further the Alliance’s mission and increase accountability and responsiveness.
Job Description
Position Summary
The Alliance seeks a Measurement and Impact Analyst to lead the planning, monitoring, analysis, reporting, and coordination of the initiative’s overall data needs and data infrastructure. In partnership with Alliance staff, consultants, and key stakeholders, the Analyst will ensure that the Alliance is able to successfully engage in data-driven decision-making to set strategies for early childhood system improvements that are the most critical and impactful for Montgomery County.
Responsibilities
- Develop initial State of Montgomery County’s Young Children Baseline Report, including selecting, collecting, and analyzing data to tell the story of the Alliance’s work in alignment with its strategic and action plans; develop and implement a work plan to produce annual results reports.
Liaise with communication experts to ensure appropriate outcomes data are shared on the Alliance’s website, updated regularly, and easily understandable by the broader public.
Partner with the Alliance team to oversee the development and implementation of a shared measurement system that will track common outcomes and indicators across the initiative and use results to inform learning and continuous improvement.
Work with Alliance staff and partners to support the use of data for key projects and strategies; prepare ad hoc topical data reports; and deliver data content that can be used for convenings, presentations, or public communications.
Negotiate and draft data-sharing agreements with relevant Montgomery County institutions and facilitate data collection as needed.
Facilitate the engagement of a diverse set of data experts to advise the Alliance on its overall data efforts and to plan and lead local strategies to improve data quality across the early childhood system.
Keep abreast of and connected to relevant data initiatives across the County and the State, including but not limited to the development of longitudinal, integrated data systems.
Engage and supervise expert consultants as needed to support any of the above-mentioned responsibilities.
Assist in determining which forms of qualitative and quantitative data (e.g., community, project data, financial, other OKRs) are necessary for helping the organization and other stakeholders make meaning and tell stories that improve the system of ECE in Montgomery County
Qualifications
Desired Requirements
Demonstrated experience in data collection, management, and analysis protocols
Experience identifying and gathering institutional- and population-level disaggregated data
Technologically proficient, especially in presenting data
Strong commitment to racial and economic equity and experience applying DEI frameworks to data-driven decision-making processes
Strong ability to oversee complex shared-measurement systems and apply continuous quality improvement cycles
Strong relationship-building skills with internal and external stakeholders, preferably with data experts and data owners at government agencies, school districts, early childhood educators, and community-based organizations
Exceptional organizational skills and attention to detail including an ability to draft effective, streamlined, and error-free communications
Strong creativity and ability to implement innovative ideas to improve process management
Ability to initiate and manage projects, balance competing priorities, and plan and conduct efficient meetings
