Job Description

This is a hybrid position located in the Washington DC area.

Provide Leadership to a federal agency in streamlining its operational processes using process modeling, analysis, Lean Six Sigma and reengineering techniques, as required. Lead the effort to develop a guidance document development framework, guidance documentation content, and maintenance to the same agency/project.  Lead all project management activities including project schedule development and maintenance, status meeting scheduling and leadership, task coordination, quality assurance, and serving as a strategic thought leader to the client.  Grow the account through additional services, contracts, contacts, and revenue.

This is a project leadership position, and the successful candidate will be responsible for operationally leading and executing this project and its team to effectively meet all project requirements and customer expectations.

Responsibilities

  • Lead all Project Management activities including development and monitoring of a master project schedule, tracking parallel workstreams, provide strategy and support to project-related communications, lead client and task lead interactions, ensuring outstanding quality to all developed materials, and serve as a strategic thought partner to the client on process improvement (BPR, LSS), documentation framework development, documentation content, and related themes/topics.
  • Manage, coordinate, develop and mentor a team of coworkers to ensure a positive environment, successful completion of tasks, maximum productivity, and a strong sense of teamwork.

  • Operationally lead all BPR and process improvement activities as dictated by the project and directed by the client including but not limited to:
    • Developing and supporting prioritization of a process inventory
    • Defining process improvement project charters featuring scope, risks, SMEs, etc.
    • Logistically schedule, lead, and execute all Kaizen event sessions
    • Understanding the as-is, identifying challenges and improvement opportunities, agreeing on improvement strategies for the to-be, etc.
    • Leading the development of all process models using the Business Process Modeling Notation (BPMN)
    • Developing, scheduling and briefing project and organizational leadership on an ongoing basis regarding individual process improvement projects, the overall effort, specific topics, etc.
    • Supporting development of corresponding to-be process documentation such as but not limited to a process narrative, standard operating procedure, job aids, frequently asked questions, etc.
    • Supporting to-be process deployment activities including the development and delivery of training, communications, and change management materials.
    • Support Continuous Process Improvement (CPI) efforts.
  • Lead development of a framework process for organizational guidance document development and maintenance. Lead development of framework requirements – including appropriate corresponding processes and requirements – and support execution of framework processes.
  • Lead maintenance and sustainment of organizational guidance documentation through the conduct of content audits, pipeline development and tracking for organizational standard operating procedures and policies, manage the review and vetting process for documentation review, maintain documentation metadata, support updating/uploading to client intranet.
  • Support client intranet improvement efforts as related to guidance document publishing, searching, and retrieving, and support improved access to developed and deployed guidance documents.
  • Lead development of an organizational content management strategy (CMS) through close coordination with the client, assessment or baselining of other CMS, the review and maturation of governance standards, etc.
  • Work with organizational subject matter experts to develop or update guidance documents as dictated by organizational leadership.  Develop the processes related to the guidance documents then develop the corresponding documentation based of the developed framework.
  • Lead development of appropriate documentation frameworks, content standards, etc. for multiple types of documents including standard operating procedures, job aids, etc.
  • Coordinate the content development and updating of process by scheduling and supporting all appropriate meetings, conducting research on governance policies and regulations, and benchmarking peer organizations, preparing first draft of processes/guidance documents, coordinating and supporting the vetting and review process, developing final versions of all documents, developing appropriate change management and communications materials, supporting deployment to the client intranet, and continuously reviewing processes for efficiency and documentation for updating.
  • Support Job Aid development and alignment to internal client tracking system.
  • Develop training materials and delivery training to organizational staff, as necessary, on developed guidance document framework.
  • Actively work to intimately understand the client environment, actors, requirements, etc. and become the client’s “trusted partner” for all things process or documentation related.
  • Actively work to expand the project to new areas in support of meeting client needs and expectations.
  • Business development and account revenue growth through added services and contracts
  • Provide other client support, as tasked.

Qualifications

  • Bachelor's Degree required with a Master's preferred.
  • Minimum of 8 years experience with process improvement, Lean Six Sigma, Executive-level coordination, etc. preferred.
  • Lean Six Sigma Black Belt or higher Certification required
  • Minimum 3 years experience managing a project team with 4 or more direct reports
  • Direct experience with process improvement and understanding business process goals, systems, data, people requirements, and identifying opportunities for improvements across all aspects individually and collectively.
  • Experience with using Lean Six Sigma (LSS) techniques in government/non-manufacturing environments required. This is not a typical LSS deployment and requires understanding, knowledge and expertise is deploying LSS in a government agency.
  • Experience developing organizational documents including procedure documentation and job aids.
  • Experience in interacting with client staff and leadership in the development of processes, frameworks, communications, training, and change management materials.
  • Experience managing and leading a project team to achieve client-driven objectives and requirements.
  • Experience interacting with senior client leadership to define project goals, objectives, purpose, and then executing on defined requirements.
  • Experience with process modeling for a DoD agency helpful.
  • Experience with SharePoint or MS Team workflow development and implementation a plus.
  • Experiences or knowledge in process simulations and simulations analysis a plus.
  • Experience or knowledge in robotic process automation (RPA) a plus.
  • Direct experience with developing process models in MS Visio.
  • Ability to commute to client site in Bethesda area required.
  • Hybrid work environments are supported but candidates should be located within the Washington DC, Maryland, Northern Virginia (DMV) area. Travel to customer sites is not reimbursed for hybrid employees.
