Job Description
The Subrecipient Monitoring (SRM) Team is looking for an Equal Opportunity Compliance Monitor to support the operations of the Subrecipient Monitoring Department (SRM) within the Regulatory Integrity Division of the Texas Workforce Commission (TWC). This position would be based in our location in downtown Austin, a few blocks from the Texas State Capitol.
Subrecipient Monitoring is a department in TWC’s Regulatory Integrity Division. Our mission is to monitor the $850 million in federal and state funds passed to our partners, including 28 local workforce development boards and other contractors, which provides a wide range of workforce programs and services to Texas’ employers and job seekers. We ensure accountability and identify potential fraud, waste, and abuse in these workforce programs and contracts. We do that through on‑site monitoring reviews of Boards and other contractors.
The Equal Opportunity Compliance Monitor performs moderately complex to complex (journey‑level) consultative services and technical assistance work. Work involves planning, developing and implementing an agency program, reviewing and providing assistance on matters pertaining to the work of equal opportunity (EO) and nondiscrimination data, providing consultative services and technical assistance to program staff, governmental agencies, community organizations, and/or the general public.
While the Equal Opportunity Compliance monitor is knowledgeable in non‑discrimination law, this position does not investigate employment‑related discrimination issues which normally fall under the Agency’s Civil Rights Division. This position is concerned with equal access by all eligible Texans to employment and training programs and services offered through the Texas Workforce Solutions network.
The Equal Opportunity Compliance Monitor:
‑Determines whether the grantees and subgrantees of Workforce Innovation Opportunity Act (WIOA) funds comply with non‑discrimination requirements, Americans with Disabilities Act (ADA) guidelines, and Section 504 of the Rehabilitation Act of 1973 designed to ensure equal access to WIOA programs and assistance for all eligible Texans.
‑Performs detailed analysis of equal opportunity and nondiscrimination data of WIOA program participants through desk and/or on‑site monitoring reviews.
‑Prepares detailed, accurate, complete, and timely work papers and reports of work performed.
‑Administers customer/participant‑related discrimination complaint procedures processes, including logging in, processing and maintaining complaints received.
‑Analyzes WIOA equal opportunity issues received, prepares recommended action(s), and forwards to manager for review and final action.
‑Serves as a liaison advising groups on WIOA equal opportunity rules and regulations, ADA and Section 504 programmatic and physical accessibility requirements, and customer/participant‑related discrimination complaint‑taking.
‑Provides information and customer service to the public and Texas Workforce Commission staff on customer/participant‑related equal opportunity, nondiscrimination, and ADA and Section 504 programmatic and physical accessibility requirements as needed.
‑Provides EO technical assistance and training to Departmental and Board managers/supervisors and staff.
‑May be called to serve as a witness and provide testimony in administrative and/or judicial proceedings.
‑May train others.
Preferred Qualifications:
‑ Knowledge of Equal Opportunity operations
‑Proficiency in Microsoft Word and Excel.
This position generally requires the routine operation of a personal/rental vehicle in the performance of job duties, and thus requires possession of a valid driver’s license and liability insurance as required by state law.
This position does require statewide travel. Travel involved up to 25%.Written test to be given during interviews.
The salary range for this position is $3,458.00 ‑ $4,077.00 per month, depending on qualifications.
Qualifications
Minimum Qualifications:
Program Specialist II:
Graduation from an accredited four year college or university plus two years and six months of full time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.
A doctorate degree from an accredited college or university will satisfy the minimum qualifications.
One additional year of full‑time qualifying experience may be substituted for each year (30 semester hours) of the required education.
Program Specialist III:
Graduation from an accredited four‑year college or university plus three years of full‑time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.
A doctorate degree from an accredited college or university will satisfy the minimum qualifications.
One additional year of full‑time qualifying experience may be substituted for each year (30 semester hours) of the required education.
