Job Description

While the agency has about 2,900 employees around the state, this position would be based in our location in Houston. This position does require statewide travel. Subrecipient Monitoring is a department in TWC’s Regulatory Integrity Division. Our mission is to monitor the $850 million in federal and state funds passed to our partners, including 28 local workforce development boards (Boards) and other contractors, which provides a wide range of workforce programs and services to Texas’ employers and job seekers. We ensure accountability and identify potential fraud, waste, and abuse in these workforce programs and contracts. We do that through on site monitoring reviews of Boards and other contractors.

The Subrecipient Monitoring Team is looking for a Contract Monitoring Auditor I-III to perform entry level to moderately complex auditing work. The successful candidate will be able to plan for and execute detailed on site compliance reviews of programs and contractors to determine the degree of adherence to applicable Federal and state laws, rules, regulations and policies.

The Contract Monitoring Auditor I III:

  • Performs monitoring reviews, and evaluates financial and programmatic performance for compliance.
  • Prepares timely, accurate and complete reports of the compliance review when completed.
  • Assists with or analyzes program and fiscal data to assess existing or potential areas of risk which would prevent customers from receiving workforce services.
  • May be called to serve as a witness and provide testimony in administrative and/or judicial proceedings.

Qualifications

Minimum Qualifications:

Contract Monitoring Auditor I:

Graduation from an accredited four year college or university with major course work in accounting, business administration, finance, economics, or a related field.

One year of full time experience in accounting, or program, financial, performance, or IT auditing, or in management information systems analysis, business process analysis, contract monitoring, or in positions which provided extensive knowledge of agency budgetary controls, or administrative procedures and related state and federal regulatory laws, or in the development, implementation, or interpretation of policies and procedures in a public or private agency may be substituted for each year (30 semester hours) of the required college.

A license to practice as a Certified Public Accountant (CPA) in Texas will satisfy the minimum requirements.

A certificate to practice as a Certified Internal Auditor (CIA) or as a Certified Information Systems Auditor (CISA) will satisfy the minimum requirements.

Contract Monitoring Auditor II:

Graduation from an accredited four year college or university with major course work in accounting, business administration, finance, economics, or a related field, plus one year of full time experience in accounting, or program, financial, performance, or IT auditing, or in management information systems analysis, business process analysis, contract monitoring, or in positions which provided extensive knowledge of agency budgetary controls, or administrative procedures and related state and federal regulatory laws, or in the development, implementation, or interpretation of policies and procedures in a public or private agency.

Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required experience.

A doctorate degree from an accredited college or university will satisfy the minimum requirements.

A license to practice as a Certified Public Accountant (CPA) in Texas will satisfy the minimum requirements.

A certificate to practice as a Certified Internal Auditor (CIA) or as a Certified Information Systems Auditor (CISA) will satisfy the minimum requirements.

One year of full time qualifying experience may be substituted for each year (30 semester hours) of the required college.

Contract Monitoring Auditor III:

Graduation from an accredited four year college or university with major course work in accounting, business administration, finance, economics, or a related field plus two years of full time experience in accounting, or program, financial, performance, or IT auditing, or in management information systems analysis, business process analysis, contract monitoring, or in positions which provided extensive knowledge of agency budgetary controls, or administrative procedures and related state and federal regulatory laws, or in the development, implementation, or interpretation of policies and procedures in a public or private agency.

Knowledge of fiscal operations Proficiency in Microsoft Word and Excel

This position generally requires the routine operation of a personal/rental vehicle in the performance of job duties, and so requires possession of a valid driver’s license and liability insurance as required by state law. Because compliance reviews are conducted on site, approximately 25 percent of work hours involve statewide travel.

The salary range for this position is $2,967.84 $4,500.00 per month, depending on qualifications.
