Job Description

TWC is a state agency that helps the Texas economy grow by connecting people with jobs. While the agency has about 2,900 employees around the state, this job is based in our location in downtown Austin, just beyond the north lawn of the Texas State Capitol. The Human Resources Management Department of TWC is responsible for the day to day HR operations of the agency including the agency's recognition and wellness programs, TWC awards, leave administration, the agency's PeopleSoft/CHAPS HR system, and related HRM automation and support services.

The individual occupying this position serves as a leave coordinator and subject matter expert for support of the agency's leave system. Troubleshoots leave problems, and provides support and education to agency staff on an as-needed basis. May assist with developing and maintaining training materials and job aids for end-user training, and may conduct leave training for agency staff. May evaluate and prepare recommendations regarding the maintenance of PeopleSoft and the Employee Leave Information System (ELVIS) module. Monitors the system for efficiency in functionality and recommends changes when necessary to enhance the system or correct problems. May prepare requests for modifications or enhancements to the system and coordinate with technical staff regarding specifications for system changes. May assist in performing testing of changes before they are moved to the Production environment. Serves on the Comprehensive Human Resources and Payroll System (CHAPS) Help Desk team. Responds to end user inquiries regarding system issues, logs requests in database, and routes to subject matter experts. Assists in reviewing and updating HR forms for accessibility compliance. Performs administrative HR support that may include: Distributing email communications from varied content owners to specified groups using GovDelivery, 3rd party email service; maintaining the agency personnel manual; and writing, reviewing, editing, proofing, and preparing letters, memos and emails. May use PeopleSoft query tool and other software applications to perform statistical analysis of personnel data, update spreadsheets, maintain Access databases and generate and analyze computerized reports and queries regarding human resources operations using data maintained in PeopleSoft HRMS and other reporting database systems. Serves as backup to run and distribute daily, weekly, monthly and quarterly reports to end users. Assists in supporting the HR Department in resolving issues with PCs and other comparable equipment. Interact with department staff to explain the capabilities and limitations of available hardware and software. Completes special projects and assignments as directed by management. Relays essential and critical information in a timely manner to supervision. Ability to pay attention to detail and perform multiple tasks simultaneously; to work in a fast-paced environment with frequent interruptions and short deadlines; and to work efficiently with a high level of accuracy. HR experience in Texas state government, including leave administration is strongly preferred. Experience using PeopleSoft HRMS 9.1 is strongly preferred. Skill in operating a PC with word processing, database, spreadsheet and presentation software highly desired. Good verbal and written communication skills needed. Requires a high level of confidentiality.

Strict adherence to work schedule and regular attendance is required to fulfill the agency's public service mission.

Standard work hours are 8:00 am - 5:00 pm, Mon-Fri. Written exercise may be conducted at time of interview.

The salary range for this position is $2,753.89 - $3,315.00 monthly, depending on qualifications.

QUALIFICATIONS:

HR Specialist I: Completion of 90 semester hours from an accredited college with course work in HR management, business or public administration, organizational development, or related field is preferred. One year FT experience in responsible positions that provided a thorough knowledge of the principles of human resources management, office management policies, procedures and practices, and of agency functions and organizational structures may substitute for each year (30 semester hours) of the required college.

HR Specialist II: Bachelor's degree in same disciplines as stated above. One year FT experience as stated above may substitute for each year (30 semester hours) of the required college.
