Job Description

The Human Resources Department at the Texas Workforce Commission is growing! We are looking for customer-focused and detailed oriented individuals to join our HR Benefits, Records Management, and the Employment Services & Classification teams!


Our full service HR Department provides day to day operations support to the agency's employees by offering access to benefit coordinators, selection and employment specialists, and records management specialists as well as HRMS technical assistance support. The HR Specialist I-II role will provide support by administering or assisting in the administration human resources management programs in the Records, Benefits or Classifications & Employment Units.

Benefits Unit: Team member supports the Benefits Unit by performing data entry of employee benefits, FMLA and Workers' Compensation for the Texas Workforce Commission (TWC) statewide. Works closely with employees, management, field benefit coordinators, benefit vendors, the Employees Retirement System (ERS), and the State Office of Risk Management (SORM) to ensure accurate data entry of benefit plans. Audits and processes forms and documents related to benefit programs and workers' compensation. Performs other duties as assigned, but not limited to reviewing benefit forms for accuracy, data entry, creating/scanning files, purging documents and contacting appropriate staff to resolve issues. Uses ERS OnLine and SORM's Risk Management Information System (RMIS) to input data and gather information. May assist with the preparation of the agency's New Employee Orientation and open-enrollment presentations.

Records Unit: Team member supports the Records Unit by maintaining agency personnel files, to include filing various personnel documents; reviewing personnel forms for accuracy, data entry, creating/scanning files; purging documents and contacting appropriate staff to resolve issues. Performs corrections as needed and enters data into CHAPS. Gathers information on previous state service and calculates state service dates based on information provided by state employers. Assists with verifying restorable leave balances and preparing appropriate documentation; keying adjusted leave balances and/or adjusted accrual rates into the leave system; writing, editing, typing and proofing correspondence, reports, labels, forms and memos.

Employment & Classifications Unit: Team member supports the Employment & Classifications Unit by performing review and data entry of the agency's PPRs; performance leave recommendations, and job posting applications using CHAPS. Assists with pulling records for personnel requests. Maintains human resource automated systems, files, and records. Assists unit with scanning, compiling and downloading applications for open positions using WorkInTexas.com and the agency's applicant screening tool, Autocoder. May respond to inquiries regarding performance reviews. May assist in the preparation and coordination of recruitment events. May assist with special projects and assignments as needed.

Preferred qualifications:

Experience with the Comprehensive Human Resources and Payroll System (CHAPS)

Experience using Work in Texas Experience using ERS systems

Experience in performing high volume data entry

Experience in maintaining, purging, and filing employee records

Demonstrated customer services skills

Detailed -oriented

The monthly salary range is $2,593.33 to $3,000.00 depending on qualifications.

Human Resources Specialist I

Completion of ninety semester hours from an accredited college or university with course work in human resources management, business or public administration, organizational development, or a related field is generally preferred.One year of full-time experience in responsible positions that provided a thorough knowledge of the principles of human resources management, office management policies, procedures and practices, and of agency functions and organizational structures may be substituted for each year (30 semester hours) of the required college.

Human Resources Specialist II

Graduation from an accredited four-year college or university with major course work in human resources management, business or public administration, organizational development, or a related field.Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.A doctorate degree from an accredited college or university may be substituted for three years of the required qualifying experience.One year of full-time experience in positions that provided a thorough knowledge of the principles of human resources management, office management policies, procedures and practices, and of agency functions and organizational structures may be substituted for each year (30 semester hours) of the required college.
