Job Description

The Texas Workforce Commission (TWC) seeking a Project Manager IV to join the Project Management team. This position is with the IT Technology Business Services (TBS) Department located at 1411 Brazos Street, Austin, TX.

The Project Manager IV performs advanced (senior-level) project management work.  Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, and other relevant parties.  May plan, assign, and/or supervise the work of others.  Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
- Perform advanced project and contract management work including; detailed project planning, oversight and tracking, contractor procurement including state procurement processes, invoicing and budget tracking.
- Manage software development projects through the full Software Development Life Cycle (SDLC).
- Follow all applicable contracting, procurement and project management practices to ensure quality of deliverables.
- Ensure project tasks and products follow the development process and quality guidelines while meeting both functional and contractual requirements.
- Work with staff and contractors throughout the organization to coordinate, plan, assign, supervise, and evaluate the work of the project staff in a matrixed organization structure.
- Manage deliverable content expectations, review processes, and acceptance criteria.
- Assist with IT Investment Management process and related meeting materials; may facilitate meetings.
- May facilitate and oversee preparation of project proposals and change requests to ensure good information for decision makers; coordinate as needed within the IT Division for cost estimation and impact assessment.
- Provide guidance on and promote use of agency project management practices.
- Develop and manage project budgets, schedules, work plans, resource requirements, and cost estimates and projections.
- Communicate with the project stakeholders, management, and other relevant parties.
- Ensure all project managers and project team members understand the project standards and be able resolve challenges with the quality of any party's work products.
- Mentor project managers and ensure proper project management practices are used on projects.  Assist project managers with troubleshooting project issues.
- May develop Deliverable Based Information Technology (DBITS) Statement of Work (SOW), Requests for Offers (RFO) and/or staff augmentation requests.
- Prepare and oversee all phases of Texas Project Delivery Framework documentation.
- Monitor and evaluate third-party vendor and contractor performance.

PREFERRED QUAILIFICATIONS:
- Eight years experience in managing large, complex projects throughout all development phases, vendor procurement, and contract management with a minimum of two years in a progressive growth, leadership-responsible position(s).
- Ability to handle multiple priorities while meeting strict deadlines and make critical decisions.
- Experience in systems analysis, design, and requirements gathering.
- Ability to analyze complex information and develop plans to address identified issues.
- Negotiation and facilitation skills.
- Experience in structured design and development process, scope control, project estimation, risk mitigation, and preventive and corrective actions for overruns.
- Strong leadership, communication, and organization skills with attention to detail.
- Ability to lead, work closely with cross-functional teams.
- Formal project management training and/or certification.

REQUIRED: Formal Certified Texas Contract Manager (CTCM) certification and Certified Texas Contract Developer (CTCD) certification or must obtain certification within one (1) year of employment and maintain throughout employment.

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university plus five years of full-time experience in project management work, business analysis, or project administration; or five years of full-time experience in the oversight of an agency program or in strategic planning and policy implementation. 

Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience with a maximum substitution of three years. 
A doctorate degree from an accredited college or university may be substituted for the required qualifying experience with a maximum substitution of three years.
One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education.
