Job Description

The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity. To support our mission, we are looking for an IT Manager to join the Applications Development and Maintenance department. In this role you will lead the team responsible for the development and maintenance of Workforce System applications. This position is located in Austin, TX at 1411 Brazos. ADM develops applications and information systems that support TWC's critical business operations. We work closely with TWC business areas to create and maintain automated applications which best serve their evolving needs.

The salary for this position is $6,700.00 - $8,000.00 per month, depending on qualifications. GENERAL DUTIES:
-Performs complex to advanced managerial work planning, assigning and supervising work activities for the Workforce Systems team.
-Performs management/supervisor functions including, but not limited to: performance planning and reviews (PPR's), counseling related to performance or disciplinary matters, career development, planning, assigning and overseeing work activities. 
-Performs activities related to acquiring and retaining talented staff.
-Coordinates interfacing with other Agency application systems and teams.
-Establishes short to medium-range goals, objectives and priorities for development team and assigned projects.
-Manages all technical aspects of the projects to ensure timely completion through activity definition, sequencing, duration estimation, schedule development, and schedule control. -Coordinates with project sponsors/users and Systems Analyst team to define and control project scope. Maintains and applies configuration management, quality control/assurance, risk management and standard SDLC processes to ensure changes to Workforce Systems-related applications are identified, controlled and available.
-Effectively communicates technical issues, project work status, progress, and issues to management, project team, and project sponsors in both written and verbal form.
-Provide training, develop and conduct presentations and/or system demonstrations.
-Develops guidelines, procedures, policies, and standards.
-Monitors compliance of staff in meeting established standards.
-Develops and implements quality assurance procedures, standards and methodologies.
-Identifies project risks and develops/implements appropriate mitigation strategies.
-Responsible for ensuring that all technical procedures and specifications related to disaster recovery efforts are properly maintained.
-Develops resource and cost estimates, manages budgets and expenditures.
-May work outside normal office hours and days when needed to resolve production issues and provide on-call activities.
-Performs other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:
Manager III: Graduation from an accredited four-year college or university plus four years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year of which must have been in an administrative management or supervisory capacity.
Manager IV: Graduation from an accredited four-year college or university plus five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year of which must have been in an administrative management or supervisory capacity.
Manager III and IV: Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.
A doctorate degree from an accredited college or university may be substituted for three years of the required qualifying experience.
One additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required college.

PREFERRED QUALIFICATIONS:
-Minimum 6 years’ IT experience in progressive growth, management and leadership-responsible positions.
-Ability to produce and present clear, concise and professional communications and presentations.
-Strong competencies in planning, project management, leadership and organization.
-Prefer experience in Software Development Lifecycle (SDLC), DB2, Java, IBM Websphere/AIX.
-Strong background in technical management processes, including structured design and development, scope control, project estimation, risk mitigation, preventive and corrective actions desired. -Experience with DB2, Java, IBM WebSphere. Knowledge of Drools, Sybase, SQLServer, PowerBuilder and Texas Workforce Commission programs.
