Job Description
The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity. To support our mission, we are looking for a Payables Accountant to join the Accounts Payables team in the Payables and Payroll Department. This position is located in downtown Austin, next to the Texas State Capitol at 101 E 15th Street, Austin, TX.
The Payables Accountant performs complex (journey-level) accounting work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
The ideal candidate will share our Department's vision of helping the agency management achieve the efficient use of financial resources and promote highly effective financial management controls.
GENERAL DUTIES:
- Reviews and audits invoices/contracts for payments, verifying each purchase order matches corresponding invoice and receiving document. Prepares and budget checks vouchers for payment in the PeopleSoft Financial system.
- Monitors payments through the PeopleSoft Financial system and the Uniform State Accounting System (USAS). Maintains accounting controls and records by tracking vendor payment information through USAS and other applications as needed.
- Reviews and monitors encumbrances for purchase orders that will be utilized to make payments for invoices, coordinating with the Encumbrance Unit and Accounting Services staff to ensure accuracy before payments are processed.
- Performs detailed research of accounting entries and report in systems/subsystems, such as PeopleSoft, ReHabWorks (Client Management System), and USAS; researches errors and processes error corrections (warrant cancellations, vendor errors, etc.); runs queries and analyzes data to determine corrective measures.
- Compares accounting system output with various reports from PeopleSoft to ensure proper payment processing.
- Prepares and processes accounting transactions/adjustments, warrant cancels and re-issues in a timely manner.
- Provides quality customer service and complex technical assistance to both internal and external clients of TWC, including answering questions, resolving payment issues, and interpreting and applying accounting theory to complex transactions as appropriate.
- May represent assigned area at planning sessions, committees, work groups, meetings or conferences.
- May assist with consumer travel, as needed.
- May assist and train other Payable accountants in the processing of payments.
- May assist in recommending improvements or revisions to policies and procedures as appropriate.
- Performs other duties as assigned.
PREFERRED QUALIFICATIONS:
- Knowledge of Generally Accepted Accounting Principles.
- Familiarity with PeopleSoft and USAS highly preferred.
- Skills in using business software (spreadsheets, word processing packages, and databases).
MINIMUM QUALIFICATIONS:
Graduation from an accredited college or university with a minimum of 12 semester hours in accounting plus six months of full-time experience in accounting or auditing. A master’s degree with an emphasis in accounting, finance, or business administration will satisfy the minimum requirements. A license to practice as a certified public accountant in Texas will satisfy the education and/or experience requirements. One year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education.
Duty requires up to 10% travel (within the state of Texas) and the ability to lift/carry 10 pounds.
The salary range for this position is $3,521.00 - $4,300.00 per month, depending on qualifications.
