Job Description

The mission of the Texas Workforce Commission (TWC) is to promote and support a workforce system that creates value and offers employers, individuals and communities the opportunity to achieve and sustain economic prosperity.  To support our mission, we are seeking to fill an Investigator -- Equal Employment position in the Civil Rights Division, which is located at 1215 Guadalupe St., Austin, TX.

The Investigator III-V performs moderately complex to highly complex investigative work. Work involves planning, organizing and conducting investigations. May supervise the work of others. Works under general to limited supervision, with limited to considerable latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
-Conducts investigations into allegations of Equal Employment violations, and may be cross-trained also to conduct investigations into allegations of Fair Housing violations.
-May conduct intake to gather information from consumers who file inquiries or complaints. 
-Drafts charges of discrimination and/or amendments.
-Uses phone, email, fax, mail, and personal interaction with complaining party, responding party, and their representatives to gather initial facts, regarding potential violations.
-Plans, organizes and conducts investigations by personal contact, examination of records, performing desk reviews, interviewing potential witnesses and if necessary, on-site investigations.
-Issues Requests for Information and drafts and processes subpoenas as necessary.
-Attempts pre-determination settlement and post-determination conciliation with all parties.
-Recommends administrative dismissal, cause, or no cause in written reports of determination.
-Evaluates, summarizes, and accurately documents investigative activities and findings and maintains organized hard copy and electronic case files. 
-Prepares case files for presentation of reasonable cause recommendations to Commissioners.
-Presents testimony, evidence, and findings in meetings with Commissioners, in court, and if for a fair housing complaint, in formal administrative hearings.
-Prepares weekly and monthly reports while managing multiple cases concurrently.
-Interacts with hostile or challenging customers and situations, demonstrates excellent verbal and written communication skills, and maintains professionalism and confidentiality while working with all contacts.
-Performs work in a fast paced, high volume, multiple priority, challenging and busy environment.
-May review work of other investigators, including determination reports and files, and make recommendations as appropriate.
-May serve as mentor or trainer to other investigators.
-Performs other duties as assigned.

PREFERRED QUALIFICATIONS:
-Bachelor’s Degree or more advanced degree from an accredited college or university in a discipline such as Law, Public Administration, Journalism, Political Science, Business, Human Resources, History, or English.
-A minimum of one complete year of full-time experience as an investigator, EEO representative/officer, employee relations professional, attorney, auditor, compliance director/officer, paralegal, or similar field involving interviewing, gathering facts, and interpretation of laws and policies.
-Ability to type at least 33 words per minute is strongly preferred.
-Prior State of Texas agency experience.
-Bilingual in English/Spanish.

MINIMUM QUALIFICATIONS:
Graduation from an accredited four-year college or university
Investigator III -  Plus one year of full-time experience. Twelve semester hours of graduate study from an accredited college or university will satisfy the minimum qualifications.
Investigator IV - Plus two years of full-time experience. Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience. 
Investigator V - Plus three years of full-time experience. Twelve semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.
ALL: A doctorate degree from an accredited college or university will satisfy the minimum qualifications. One additional year of qualifying experience may be substituted for each year (30 semester hours) of the required college.
Definition of Experience: performing auditing or investigating work; or unemployment insurance claims examiner tasks; or gathering of information, interviewing, counseling or in the instruction, demonstration, and interpretation of policies in a public or private enterprise.

Position involves travel, up to 5%  of the time, with possible overnight travel. Selected applicant must have a valid driver's license and proof of insurance.

The salary range for this position is $3,334.00 - $4,360.00 per month depending on qualifications.
