System Software Analyst, Hyattsville, MD

Description of specific Duties in a typical workday for this position:

  • Provide work with the NSIP team and FEMA Actuarial staff to support and deliver the technical needs and requirements for the Annual Rate Review process through rate modeling against flood insurance policies.
  • Services as the Subject Matter Expert (SME) with the client for the PC Rating Systems, Corelogic and GIS systems. 
  • Design, code, test, debug, implement and document FOCUS, COBOL and FoxPro based applications for the National Flood Insurance Program changes. Utilizing both agile and waterfall methodologies.
  • Troubleshoot, update and maintain system logic for System of Record (SOR), Transaction Record Reporting and Processing (TRRP) Plan and Edit Specifications and other component system within the National Flood Insurance Program architecture.
  • Responsible for the supporting the day to day operability for the National Flood Insurance Program GIS and Corelogic systems in support the monthly TRRP processing. 
  • Monitor system consoles for unusual conditions, analyze failures, determine root causes, develop and implement actions to fix issues and improve system availability for mainframe and distributed applications.
  • Support the execution of production batch cycles for the SOR TRRP cycles.
  • Collect information from current NFIP Bureau Statistical applications; evaluate program requirement and level of effort estimates for development needs.
  • Perform/participate in quality assurance activities like peer reviews.
  • Develop documents (for example NFIP TRRP and Edit specifications) and complete work assignments.
  • Ensure developed changes adherence to quality / security standards
  • Analyze designs, develop and implement ADHOC, special processing in support of client requests and system

Qualifications

Position Requirements:

 

  • 10 + years software development experience with the installation, configuration and maintenance mandatory experience with the following:
    • COBOL, FOCUS, COTS, JCL, Web FOCUS 7.3, Visual FoxPro 9.0, VISUAL J++, VISUAL STUDIO, Mainframe FOCUS
    • Windows, OS/390, ZOS operating systems
    • Experience using SFTP, demonstrate proficiency in MVS, JES2 and JES3, IRM, VTAM, ACF2 and system software commands for ongoing monitoring and detailed problem diagnosis.
    • Experience with Windows Server, SharePoint, SQL Server, CA-7/CRTL M
  • Software Development Life Cycle (SDLC), Kanban, Agile and CMMI experience
  • Self-starter and the ability to multi-task
  • Detail oriented and highly organized
  • Excellent written and verbal communication skills
  • Highly collaborative with ability to work with extended teams
  • Bachelor degree in a technical or related discipline, or direct experience with NFIP
  • US Citizenship required

 

Nice to Have:

  • 5+ years National Flood Insurance Knowledge
