Job Description

The Identity Intelligence SME will provide technical support to identity intelligence efforts involving: policy engagement, concept development, strategic communication, advisory and staffing, capability development, architecture development, doctrine and training development and data management.

Responsibilities:

  • Assist in the engagement and review of policy, guidance and direction for the DoD, Intelligence Community, U.S. Government (USG).
  • This support shall include review and recommending comments on documents, such as but not be limited to DoD-level Directives to formally institute enduring capabilities within the US defense community.
  • Perform staff support for related products such as white papers, implementation plans, and other strategic level documents as they move through the process from general, elective use to formal adoption.
  • This requirement shall include inserting products and tracking each in formal staffing processes to ensure DoD-wide and IC-wide acceptance, and revising each at regular intervals to reflect experiences and input from the field.
  • Create and review documentation needed to define the concept as it continues to emerge.
  • This documentation shall define the portions of an enterprise that support the intelligence community effort at the tactical, theater operations, and strategic levels and provide a base of reference for enduring capabilities.
  • Participate as directed by the COR in DoD and IC working groups and other forms involving the development of concepts.
  • Conduct a high-level stakeholder analysis to illuminate potential supporters, competitors, constraints, and opportunities.
  • Develop a targeted stakeholder engagement plan to reach key influencers in support of strategic communications and outreach efforts; vet the approach with select stakeholders; and revise the plan based on real feedback.
  • Create a multi-media outreach package to familiarize senior leaders and senior intelligence officers at the COCOM, Service Department of Defense and Intelligence Community level with capabilities and processes.
  • Develop a set of success stories that illustrate the value and potential of the program and consequences of ineffective identity management.
  • Develop a small set of vignettes that illustrate the potential, impacts, and value of a mature process with the flexible capability to generate actionable intelligence.
  • Provide subject matter expertise on initiatives of interest to the PO and DoD.
  • Interact with other IC partners and other forms providing staffing support to prepare and coordinate staff packages within PM Biometrics, DoD, and the IC.
  • Create the core documentation needed to define the capability. This core documentation shall define the portions of the Defense Biometric enterprises that support the defense intelligence effort at the tactical, theater operations, and strategic levels and provide a basis of reference for enduring capabilities.
  • Support Joint Capabilities Integration and Development System (JCIDS) efforts relating to . This includes supporting the production and staffing of Capability Development Documents ( CDD), and Capability Production Documents (CPD). This support shall also include participation in DoD and IC working groups and other forms involving the development of capabilities.
  • In support of oversight functions for DoD, the contractor shall ensure capabilities are developed to be interoperable with other identity management capabilities and systems, both internal and external to the Department of Defense, to maximize e System development and capability implementation strategies shall be harmonized, integrated, and unified with identity protection and management stakeholder organizations to ensure consistency with DoD identity management principles, directives, and vision.
  • Ensure that development and deployment of capabilities and systems consider privacy implications and comply with the requirements of Reference (e) and DoD 5240.11R (Reference(1)), and support the programs, outlined in Reference (d) and DoD 5240.1-R, DoDD 5200.27, DoDD 5015.2, and DoD 5200.08-R (References (m), (n), (0), and (p), respectively).
  • Ensure DoD programs fully support the Information Sharing Environment (ISE) in accordance with the Intelligence Reform and Terrorism Prevention Act of 2004 (Reference (t)).
  • Support the efforts to define the DoD and IC elements of the architecture within an enterprise.
  • Develop products to inform budgetary and organizational decisions regarding future capabilities needed to meet defense intelligence challenges in any theater of operation and at any level of intensity.
  • Develop training documents and products that are required as part of efforts to institutionalize within DoD and the IC.
  • Develop a cooperative training approach with other IC elements and DoD elements to include the services and COCOMs and develop doctrinal materials to institutionalize within DoD and the IC.
  • Support representatives, within the Data Sharing community of interest, by identifying and recommending actions that can be implemented on opportunities for improved data sharing and information visibility throughout the process.
  • Recommend course of action to harmonize data management requirements within the IC Enterprises.

Qualifications

  • Minimum Department of Defense (DoD) active Top Secret (TS) Security Clearance is required at time of hire.
  • B.S. or B.A. degree in any field and five (5) years of Intelligence Analysis experience in All Source or Identity Intelligence. IC experience can be substituted by a Master’s degree in an area related to biometrics, intelligence or computer science.
  • Experience in writing comprehensive products incorporating complex ideas and analytical tradecraft.
  • Experience presenting Identity Exploitation issues to IC and USG senior leaders
  • Highly desired IEEE Certified Biometrics Professional (CBP), Certified Smart Card Industry Professional (CSCIP), Certified Information Systems Security Professional (CISSP), and Project Management Professional (PMP).
  • Experience in analytical and problem-solving skills; attention to detail, even in pressurized situations as deadlines approach.
  • Excellent verbal and written communication skills, able to explain and document identity intelligence to diverse audiences (technical, business, etc.) and drive decisions through consensus.

  • Ability to work independently and as part of a team
  • Experience with Microsoft Office applications including Word, Excel, PowerPoint, Access, Project and Outlook.
