Job Description
Role Purpose:
The Country HSE Manager leads the implementation and continuous improvement of Syngenta's Health, Safety, and Environment (HSE) management system across all Thailand operations, including warehousing, logistics, field activities, and third-party service providers. The role ensures full compliance with Syngenta's global HSE standards (EPP CoP02 and associated Codes of Practice), Thai legal and regulatory requirements, and AMEA regional guidelines. Operating in a predominantly non-manufacturing, commercial supply chain environment, the Country HSE Manager serves as the primary HSE authority at country level — building a zero-harm culture, managing operational risk, and supporting the business in embedding safe and sustainable ways of working across Syngenta Thailand's Crop Protection and Seeds business.
HSE Management System
- Deploy and maintain Syngenta's HSE Management System (EPP CoP02) across all Thailand country operations
- Develop and update the country HSE plan, objectives, and performance targets aligned with AMEA and global strategy
- Maintain the country HSE legal register; identify, track, and ensure compliance with all applicable Thai HSE legislation
- Coordinate HSE management system audits (internal and external) and lead corrective and preventive action closure
- Maintain HSE documentation, procedures, and standards in line with global Codes of Practice
- Report HSE performance against KPIs to country leadership and the AMEA HSE Lead on a regular basis
Risk Assessment & Hazard Management
- Lead Workplace Risk Assessments (WRA) across all country offices, warehouses, and field operations per HSE CoP 04
- Identify, evaluate, and implement risk controls for occupational health hazards: chemical exposure, noise, ergonomics, biological hazards, and physical health risks
- Maintain a country-level risk register and ensure controls are reviewed and updated periodically
- Oversee compliance with Permit to Work (PTW), Lock Out Tag Out (LOTO), and Management of Change (MOC) procedures
- Ensure safe systems of work are in place for high-risk activities: work at height, confined space entry, hot work, electrical safety, and lifting operations
- Support field teams and agronomists in conducting field activity risk assessments, including safe use of crop protection products
Incident Management & Learning
- Ensure all workplace incidents, near misses, dangerous occurrences, and property damage events are reported, documented, and investigated promptly per COP 08 INC
- Lead root cause analysis (RCA) for significant incidents and ensure corrective and preventive actions are implemented and tracked to closure
- Report incidents to relevant stakeholders (country leadership, AMEA HSE Lead) within required timeframes
- Analyse incident trends; prepare and share key learnings with the wider Thailand team and the AMEA community
- Maintain the country incident reporting and recording system
- Ensure third-party warehouse and logistics incidents are reported to the local HSE function per Syngenta requirements
Emergency Management
- Develop, maintain, and regularly test the country Emergency Response Plan (ERP) per COP 05 EMR
- Organize and conduct periodic emergency drills (fire evacuation, chemical spill response, first aid) across all sites
- Ensure fire alarm testing, evacuation procedures, and provisions for employees with disabilities are in place at all locations
- Maintain emergency response equipment (fire suppression, spill kits, first aid kits) and ensure regular inspection and replenishment
- Build and maintain relationships with local emergency services, fire departments, and relevant Thai authorities
Contractor & Third-Party HSE Management
- Ensure all contractors operating on Syngenta Thailand premises are pre-qualified and trained on HSE requirements per COP 05 CTM
- Review and approve contractor HSE plans and method statements before work commences
- Conduct contractor HSE inductions and monitor contractor performance during operations
- Embed HSE requirements in all third-party contracts, including warehouse and logistics service agreements
- Perform regular audits and inspections of third-party warehouses and logistics service providers across Thailand
Occupational Health & Employee Wellbeing
- Implement occupational health programs aligned to Syngenta CoPs (biological hazards, physical health, stress, ergonomics, health surveillance, exposure monitoring)
- Manage medical surveillance programs, fit-for-work assessments, and occupational health records
- Promote employee wellbeing and mental health initiatives across the Thailand organization
- Ensure safe handling, storage, and use of agrochemicals and hazardous materials by all relevant personnel
- Coordinate with HR on occupational health compliance and employee wellness programs
Environment Management
- Lead country-level environmental compliance covering air emissions, wastewater management, waste disposal, and water resources per COP 05 ENC, WST, WWR, and AIR
- Conduct environmental risk assessments as required by Thai law or where operations may impact the surrounding environment
- Ensure waste segregation, disposal, and recycling practices comply with regulatory and Syngenta requirements
- Monitor and report on country environmental KPIs; support Thailand's contribution to Syngenta's sustainability targets
- Manage environmental incidents and ensure timely reporting and corrective action
- Support responsible use of crop protection products and promote stewardship activities aligned with Thai regulatory requirements
HSE Training & Culture
- Design and deliver country HSE training programs, inductions, and competency assessments for all staff
- Build and embed a zero-harm culture through visible leadership, management engagement, and effective communication
- Facilitate HSE awareness campaigns, toolbox talks, and safety observation and intervention programs
- Coach line managers, field supervisors, and team leaders on HSE accountabilities and risk management
- Maintain training records and ensure compliance with mandatory HSE training requirements
- Support onboarding of new employees with a comprehensive HSE induction program
Warehouse & Logistics HSE
- Ensure all warehouses (own-operated and third-party) meet Syngenta HSEQ maturity requirements for storage, racking, segregation of incompatible materials, and goods receiving
- Implement and monitor warehouse HSE standards including equipment safety, LOTO, driver safety, and workplace transport per COP 05 WPT, LFT, and DRS
- Conduct periodic HSEQ audits of warehouse and logistics operations; track findings to closure
- Support logistics service providers in meeting Syngenta's HSE requirements for product transportation, including safe loading, unloading, and handling of agrochemicals
- Ensure fumigation activities (where applicable) are conducted per COP 05 FUM
Regulatory Compliance & Stakeholder Engagement
- Monitor changes in Thai HSE, chemical safety, and environmental legislation; assess impact on Syngenta Thailand operations
- Manage relationships with Thai regulatory authorities (Department of Labour Protection and Welfare, Pollution Control Department, Industrial Estate Authority)
- Ensure timely submission of all mandatory HSE regulatory reports, permits, and notifications to Thai authorities
- Represent Syngenta Thailand in AMEA HSE forums, networks, and regional working groups
- Support external HSE audits, certifications, and regulatory inspections
Reporting & HSE Performance Management
- Prepare and submit monthly, quarterly, and annual HSE performance reports to country leadership and AMEA HSE
- Track and report leading and lagging HSE KPIs: incident frequency rates, near miss reporting, audit closure rates, training completion, and risk assessment status
- Analyse HSE data to identify trends, recurring issues, and improvement opportunities
- Communicate HSE performance, regulatory updates, and lessons learned to relevant stakeholders
- Support the annual HSE performance review and input to Syngenta's global sustainability reporting
Qualifications
- Bachelor's degree or higher in Occupational Health & Safety, Environmental Science, Chemical Engineering, or a related technical discipline
- Professional HSE certification is required or preferred: NEBOSH International General Certificate, ISO 45001 / ISO 14001 Lead Auditor, or Thai equivalent (e.g., DPIM-recognized certifications)
- In-depth knowledge of Thai HSE laws and regulations: Occupational Safety, Health and Environment Act B.E. 2554 (2011), Hazardous Substance Act, Factory Act, and Environmental Quality Promotion and Conservation Act
- Thorough understanding of Syngenta's HSE Management System (EPP CoP02) and associated Codes of Practice
- Knowledge of ISO 45001, ISO 14001 standards and their application in a non-manufacturing environment
- Familiarity with agrochemical product safety, MSDS/SDS management, and responsible use requirements
- Understanding of warehouse operations, cold chain logistics, and supply chain HSE requirements
Key Experience
- Minimum 5–7 years of progressive HSE experience in a commercial, supply chain, agrochemical, chemical, or FMCG environment
- Demonstrated experience managing HSE programs across multiple sites and third-party operations in Thailand
- Proven track record conducting workplace and field-level risk assessments
- Experience leading incident investigations using structured RCA methodologies (5-Why, Bow-Tie, ICAM, or equivalent)
- Experience managing contractor HSE compliance, pre-qualification, and audit programs
- Track record of engaging Thai regulatory authorities on HSE compliance matters
- Experience delivering HSE training and building safety culture in a diverse workforce
