Job Description
About the team and the role
The Planning & Delivery business unit provides end to end Planning, Design, Procurement, Engineering Technical Services, Programme and Construction Management services. It manages the effective and efficient delivery of programmes and portfolios of work aligned to the business objectives and priorities.
This role will provide leadership and strategic direction to drive excellence in project management and construction management standards and outcomes. The GMPMD will work closely with the Group Executive - Planning & Delivery, Project Management and Design Teams, Project Sponsors, and direct reports to ensure that projects are aligned with and delivered in accordance with SYD’s strategic objectives.
The GMPMD will also work closely with the PMO to ensure best practice processes, systems, tools, and resources are utilised to deliver high quality, predicable business outcomes across a large portfolio of capital projects of varying scale/complexity.
Key functional accountabilities include:
Workplace Health & Safety (WHS) – Lead and embed a strong safety culture across all project delivery teams, ensuring SYD’s safety requirements are consistently met. Advance WHS initiatives, integrate safety capability into procurement processes, and develop key indicators to track and improve safety performance.
Programming & Resource Planning – Oversee a standardized approach to project scheduling, ensuring critical path analysis and interdependencies are well-managed. Conduct regular program reviews to maintain reporting accuracy and collaborate with the DPMO to optimize programming and resource planning at both project and portfolio levels.
Strategic Procurement & Contract Administration – Ensure a rigorous approach to procurement, assessing options for each project and reviewing strategy recommendations before final endorsement. Oversee tender evaluations, financial health checks, and contract administration, ensuring strong governance over variations, extensions, and compliance.
Financial & Commercial Oversight – Drive a proactive approach to cost planning, embedding rigorous tracking across the project lifecycle. Oversee capital expenditure cashflows, align cost estimates with project progress, and ensure transparency in financial reporting for leadership and board reviews. Prevent scope creep and maximize value while meeting project requirements.
Governance & Risk Management – Ensure consistent governance standards, conducting regular project reviews to track time, cost, risk, safety, sustainability, and contract management. Prepare high-quality reports for leadership and the board, proactively identifying and mitigating risks. Continuously refine capital governance processes with the DPMO.
Sustainability & Leadership – Champion sustainability outcomes, ensuring deliverables are met and integrated into project reviews. Provide strong leadership, regularly assessing team capabilities and implementing strategies for growth and development to foster a high-performance culture.
About you
- Relevant tertiary degree in Engineering or Construction Management (or construction related field).
- At least 15 years’ experience in the delivery of major infrastructure with 5 years’ experience in Airport or Aviation related industries.
- Demonstrated experience leading the delivery of a portfolio of projects and leading multi-disciplinary teams.
- Must have strong stakeholder engagement capabilities and ability to deliver in a collaborative manner. Advanced understanding of the complexities of managing a multitude of stakeholders and the importance of providing clear and coordinated direction.
- Have a continuous improvement mindset and thrive in an environment where two days are rarely the same.
- Are agile and flexible in approach.
- Can both think and plan strategically and be across the detail.
- Have advanced written and verbal communication skills.
- Able to prepare or oversee the preparation of presentations and papers appropriate for Leadership Team or Board review with minimal support and oversight.
- Can confidently and articulately present to a range of audiences including the SYD Leadership Team and Board.
- Have advanced negotiation skills.
