Sun Community Health (“SCH”) is a non-profit, non-political and non-sectarian organization. It is a local non-governmental organization in Myanmar and is established in particular to advance socially beneficial purposes in Myanmar by promoting and providing information, services and products related to the prevention, promotion, curation and rehabilitation of the major health services including but not limited to HIV/AIDS, malaria, tuberculosis, maternal and child health, reproductive health and non-communicable diseases with the aim of furthering good health, prosperity and the relief of poverty, distress and sickness. This also includes state-of-art training programs, quality assurance programs, and a robust supply chain and logistics system and health financing mechanisms. The Organization may also provide non-health related ancillary services that ensure and improve the well-being of its clientele.

JOB SUMMARY:

The Senior Officer (MEL) plays a pivotal role in conducting Situation Analysis for programs within the Sun Community Health. This position involves coordinating with various departments to ensure the effective and efficient implementation of monitoring and evaluation systems, frameworks, and tools. The primary focus is on assessing indicators' achievement related to Sun Community Health and maintaining regular coordination with both the central BI team and decentralized operational BI teams for standardization, simplification, and the preparation of monthly or quarterly donor and national reports. The role encompasses the crucial responsibility of developing and regularly updating Data Collection Forms and operational tools. The Senior Officer also actively contributes to data compilation and preparation for national report submissions. Communication is a key aspect of this position, involving regular interaction with the field operations team, SCH – NT (Sun Community Health - National Team), BI team, and PMD (Program Management Department) to ensure optimal quality reporting. This multifaceted role is instrumental in maintaining the integrity and efficiency of the MEL functions within the organization.

• Collaborate with the Manager (MEL) in conducting regular analysis of program targets and achievements on a monthly and quarterly basis.
• Assist the Manager in the development of Monitoring and Evaluation frameworks, contributing to the formulation and tracking of program indicators.
• Support the Manager in orienting and ensuring the effective utilization of digitalized reporting tools, particularly among field teams, fostering efficiency and accuracy in data reporting.
• Conduct Routine Data Quality Assurance (RDQA) visits to Sun GP clinics/CHS providers, collaborating closely with the BI unit and field operation teams to maintain data accuracy and integrity.
• Coordinate with the Field Operation Team, QPI Team, and Program Management Team for programmatic changes, operational inputs, and MEL related modifications.
• Liaise with the Field Operations Team to compile data for donor reporting as needed, ensuring accuracy and completeness.
• Prepare monthly/quarterly/annual reports for National Programs and relevant authorities, collaborating with the Field Operations Team, Program Management Team, and BI unit to ensure correct and timely reporting.
• Actively participate in internal MEL related meetings and, if applicable, engage with other implementing partners to stay informed about industry’s best practices.
• Support the documentation of lessons learned, case studies, and best practices from program implementation.
• Assist in organizing learning and reflection sessions with field teams to capture insights for continuous improvement.
• Contribute to the development of learning products such as summaries, briefs, and presentations for internal use.
• Facilitate knowledge sharing across teams by coordinating inputs and feedback for MEL-related learning initiatives.

Key Skills

Technical Knowledge:

•        Must have moderate to high understanding of assigned health programs

•        Must have excellent skill in using computer software (Microsoft Office tools) and data handling

QUALIFICATIONS

• Must be M.B.,B.S degree holder

• Must have at least two-year experience in data analysis and coordination

• Must have good numerical skills and understanding of data analysis/ statistical methods

• Fluent in both spoken and written English
