Sun Community Health (“SCH”) is a non-profit, non-political and non-sectarian organization. It is a local non-governmental organization in Myanmar and is established in particular to advance socially beneficial purposes in Myanmar by promoting and providing information, services and products related to the prevention, promotion, curation and rehabilitation of the major health services including but not limited to HIV/AIDS, malaria, tuberculosis, maternal and child health, reproductive health and non-communicable diseases with the aim of furthering good health, prosperity and the relief of poverty, distress and sickness. This also includes state-of-art training programs, quality assurance programs, and a robust supply chain and logistics system and health financing mechanisms. The Organization may also provide non-health related ancillary services that ensure and improve the well-being of its clientele.

OVERVIEW
The Operation Support Officer plays a critical role in the overall management of public health programs. The Operations Support Officer (HIV) is responsible for delivering high quality primary healthcare services, including diagnosis, treatment, and management of three diseases, as well as maternal and child healthcare services. This position is target-driven and accountable for meeting clinical targets incompliance with SCH’s quality clinical and facility standards.
The contract type is Service Agreement Contract and the duration is until December 2026. The required position is 1 with assigned area Mandalay.
Job Description
• Update and maintain required information for the affiliated providers; support operational processes related to project documentation, correspondence, and coordination with relevant government departments and partners.
• Assist affiliated providers in timely preparation and submission of required forms, letters, and supporting documents in line with organizational and legislative procedures.
• Maintain a clear and organized filing and tracking system for all project-related documentation, including approvals and follow-up actions.
• Act as a focal point for communication and information flow between the organization, government departments, and key stakeholders.
• Support coordination meetings, workshops, and consultations to strengthen collaboration and understanding of public-private partnership (PPM) mechanisms.
• Assist in preparing talking points, briefs, and summaries for meetings and policy dialogues.
• Support advocacy efforts to promote enabling environments for community health and equitable service delivery.
• Gather and document information on key developments, challenges, and progress related to policy and system-level engagement.
• Help organize advocacy and public awareness events, ensuring alignment with project objectives and organizational messaging.
• Compile regular progress updates and status reports for internal and external stakeholders.
• Track and document government engagement milestones, feedback, and relevant policy changes affecting project implementation.
Key Skills and competencies
Technical Knowledge: Must have understanding on minimum services quality standards of health areas implemented by SCH and Provider Behavioural Change concepts
Operational management: Must be able to manage the time effectively and conduct medical outreach effectively to increase providers’ productivity of various channels in assigned territories.
Communication: Must be able to understand basic communication skills and effectively communicate with providers and all stakeholders
Leadership: Must have enough leadership skills and demonstrate a strong ability to guide others if need be
Organizational Skills: Must be organized and able to manage review meeting and training of providers of various channels in assigned territories
Term of Agreement:
The Contractor will receive the basic daily service payment upon submission of a complete Daily Work Report to the respective Supervisor and payment will be made within 30 days after SCH receives and accepts the report. In addition, the Contractor may be eligible for a performance-based payment, which will be determined based on the verification of achievements against the Monthly or Quarterly Performance Indicator Report and the appraisal and approval of the respective Supervisor.
Qualifications
• Any graduate with at least 3 years of management experience in health-related projects (M.B., B.S. degree from a recognized university is preferred but not mandatory).
• Minimum of 3 years of relevant experience in health program implementation, outreach, or provider supervision.
• Strong interpersonal and communication skills, with experience engaging government and community stakeholders.
• Good organizational, documentation, and reporting skills.
• Proficiency in MS Office and basic data management
• Fluency in Myanmar and working proficiency in English preferred.
