Sun Community Health (“SCH”) is a non-profit, non-political and non-sectarian organization. It is a local non-governmental organization in Myanmar and is established in particular to advance socially beneficial purposes in Myanmar by promoting and providing information, services and products related to the prevention, promotion, curation and rehabilitation of the major health services including but not limited to HIV/AIDS, malaria, tuberculosis, maternal and child health, reproductive health and non-communicable diseases with the aim of furthering good health, prosperity and the relief of poverty, distress and sickness. This also includes state-of-art training programs, quality assurance programs, and a robust supply chain and logistics system and health financing mechanisms. The Organization may also provide non-health related ancillary services that ensure and improve the well-being of its clientele.

JOB SUMMARY:

The Grant Officer will assist and support the Grant and Contract Manager in day-to-day grant, contract,

sub-award, budget, compliance, and documentation functions under the SCH-TB project. The position

will support partner financial report review, expenditure tracking, budget monitoring, cash transfer

documentation, compliance follow-up, grant filing, reporting preparation, and coordination with program,

finance, supply chain, M&E, and sub-partner teams.

The Grant Officer will play a key role in maintaining accurate grant records, supporting timely reporting,

following up with sub-partners on financial and compliance requirements, and ensuring that

documentation is complete, well-organized, and accessible for internal review, donor reporting,

monitoring visits, and audits.

The contract type is Dedicated contract and the duration until September 2026 with possible extension. The required position is one with assigned area -TB Project.

Job Description

The duties and responsibilities of the Grants Officer include:

A. Sub-Award Grants Management Support

The Grant Officer will support the Grant and Contract Manager in managing sub-award grants and partner

documentation under the SCH-TB project. Key responsibilities include:

• Assist in reviewing sub-partner financial reports, expenditure records, supporting documents, and

budget utilization. 

• Check completeness and consistency of partner financial submissions against approved budgets,

workplans, reporting templates, and donor requirements. 

• Maintain updated sub-award files, including signed agreements, approved budgets, reporting

schedules, deliverables, partner contact lists, compliance records, and follow-up trackers. 

• Support preparation of partner cash transfer requests, liquidation tracking, and cash-flow

documentation. 

• Follow up with sub-partners on delayed reports, missing documents, clarification requests, and

corrective actions. 

• Assist in desk reviews, financial documentation checks, and preparation for partner monitoring

visits. 

• Flag unusual spending patterns, documentation gaps, or compliance concerns to the Grant and

Contract Manager in a timely manner. 

 

B. Budget Monitoring and Financial Tracking

The Grant Officer will assist in monitoring project budget utilization and supporting budget management

processes. Responsibilities include:

• Support monthly budget tracking, expenditure monitoring, and variance analysis for project

activities and sub-awards. 

• Maintain updated budget tracking sheets, obligation trackers, partner expenditure trackers, and

activity budget files. 

• Assist in reviewing activity budget requests and cost estimations submitted by program and

implementation teams. 

• Support consolidation of spending plans, monthly forecasts, and budget updates. 

• Coordinate with Finance and program teams to verify expenditure status, pending payments,

advances, liquidations, and budget balances. 

• Assist in identifying underspending, overspending, delayed procurements, or budget lines

requiring follow-up. 

• Support preparation of budget revision or realignment documentation as needed. 

 

C. Compliance and Documentation

The Grant Officer will support compliance monitoring and documentation management to ensure

alignment with donor rules, SCH policies, and project requirements. Responsibilities include:

• Maintain complete, accurate, and well-organized grant and sub-award documentation in both

electronic and hard-copy filing systems. 

• Support compliance checks for partner financial documents, procurement records, activity

expenses, and supporting evidence. 

• Assist in preparing documentation for internal reviews, donor requests, monitoring visits, and

audits. 

• Track compliance follow-up actions and update the Grant and Contract Manager on pending

issues. 

• Support documentation of partner due diligence, risk assessment, corrective action plans, and

capacity strengthening follow-up. 

• Ensure that required approvals, signatures, supporting documents, and filing references are

properly maintained. 

• Assist in monitoring procurement compliance and cost eligibility in coordination with Finance and

Supply Chain teams. 

 

D. Reporting and Data Management Support

The Grant Officer will assist in preparing financial, grant, and donor reporting inputs. Responsibilities

include:

• Support consolidation of financial and grant-related data for monthly, quarterly, annual, and adhoc

reports.

• Prepare draft tables, trackers, summaries, and supporting annexes for review by the Grant and

Contract Manager. 

• Maintain updated grant reporting calendars, partner submission trackers, budget absorption

dashboards, and deliverable trackers. 

• Follow up with internal teams and sub-partners to collect required information for reporting. 

• Support data verification between financial reports, activity records, partner submissions, and

project monitoring tools. 

• Assist in preparing updates on expenditure status, budget absorption, implementation delays, and

compliance risks. 

 

E. Coordination with Internal Teams and Sub-Partners

The Grant Officer will support day-to-day coordination between the Grant and Contract Manager, SCH

internal teams, and SCH-TB sub-partners. Responsibilities include:

• Coordinate with program, finance, supply chain, M&E, and implementation teams to collect

required grant, budget, and compliance information. 

• Communicate reporting deadlines, required templates, documentation requirements, and followup

Actions to sub-partners.

• Support meeting preparation, including agenda, document packages, action points, and follow-up

trackers. 

• Participate in internal and partner coordination meetings as assigned. 

• Assist in documenting key decisions, pending actions, risks, and agreed follow-up items. 

• Support smooth information flow between technical, operational, finance, and partner teams. 

 

F. Capacity Building and Partner Support

The Grant Officer will support the Grant and Contract Manager in strengthening partner capacity in grant

and financial management. Responsibilities include:

• Assist in preparing orientation materials, templates, guidance notes, and simple tools for partners. 

• Support coaching of sub-partners on financial documentation, reporting formats, budget tracking,

procurement documentation, and compliance requirements. 

• Help identify common reporting errors, documentation gaps, and capacity needs among partners. 

• Support follow-up on corrective actions and partner improvement plans. 

• Provide practical, day-to-day support to partners to improve timely and accurate financial

reporting. 

 

G. Administrative and Operational Support

The Grant Officer will provide administrative support for grant and contract management activities.

Responsibilities include:

• Maintain organized records of agreements, amendments, budgets, reports, approvals,

correspondence, and monitoring documents. 

• Support preparation of letters, memos, meeting notes, payment request packages, and grantrelated

correspondence.

• Track key deadlines for partner reports, budget submissions, donor reporting, agreement

renewals, and compliance follow-up. 

• Assist in logistical preparation for grant review meetings, monitoring visits, partner orientations,

and audit preparation. 

• Perform other grant, finance, and contract management support tasks assigned by the Grant and

Contract Manager. 

Qualifications

• Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration,

Development Studies, Public Health, or a related field. 

• LCCI Level 2 or Level 3 is preferred. 

• Additional training in NGO finance, grant management, procurement, compliance, or donor funded

Project management Is an advantage.

 

Experience

• Minimum 2–3 years of relevant experience in grants, finance, administration, budget tracking,

partner coordination, or project support, preferably with NGOs or donor-funded projects. 

• Experience supporting sub-grants, partner financial reporting, documentation review, or budget

monitoring is desirable. 

• Experience working with donor-funded projects such as USAID, Global Fund, UN, World Bank, or

other international donors is an advantage. 

• Experience in health, TB, HIV, malaria, community health, or humanitarian/development programs

is preferred.
