Company Description
Sun Community Health (SCH) Organization is a National Non-Governmental organization that has operated programs to improve health and well-being in Myanmar since 1st January 2022. Its existence aims to promote and provide information on services and products related to the prevention, promotion, treatment, and rehabilitation of major health areas, including but not limited to: HIV/AIDS, malaria, tuberculosis, maternal and child health, reproductive health, and non-communicable diseases more efficiently. SCH’s overarching aim is to advance good health, prosperity and relief from poverty, distress, and sickness. SCH has been deconsolidated from Population Services International/Myanmar which is a key partner of Myanmar’s Ministry of Health (MOH) for more than 25 years, is widely recognized as the world’s largest and most impactful private, non-profit social marketing health organization working in more than 60 countries globally. SCH continue taken over the role of working with government to reduce morbidity and mortality by educating people about healthy behavior and improving (and measuring) the private sector’s ability to provide high quality health products and services at prices affordable to low income clients. SCH will maintain and expand Sun GPs Network, which consists of private, independently owned clinics operated by private general practitioners. These clinics provide low-income patients with a basic package of family planning and primary health care prevention and treatment services in urban, peri-urban, and rural areas. SCH will also serve harder-to-reach clients through multiple community-level programs that deliver a range of essential, quality health products and services through trained non-medical health providers. These providers include pharmacies, drug sellers, retail shops, market stalls, itinerant vendors, and village health workers. In alignment with global health agendas and relevant Myanmar health strategies, SCH seeks to develop a four-year Strategic Plan for 2027–2030. This plan will define the organization’s strategic direction, programmatic priorities, partnership models, organizational development pathways and sustainability approach for the next planning cycle. Given the sensitivity of the operating environment and senior-level strategic decisions required, the organization intends to engage a highly experienced, Senior Advisor with deep knowledge of Myanmar’s health sector and NGO ecosystem.
Job Summary
The primary purpose of this consultancy is to lead and facilitate a rigorous, inclusive and participatory strategic planning process resulting in a high-quality Organizational Strategic Plan (2027–2030) that is contextually grounded, forward-looking and operationally realistic.
Specific objectives are to:
▪ Provide strategic leadership and independent facilitation to SCH’s Management Team
▪ Support evidence-informed strategic decision-making
▪ Translate organizational mission, vision and priorities into a coherent strategic framework
▪ Ensure alignment with national, regional and global health priorities while remaining adaptive to Myanmar’s context
Job Description
The Senior Advisor will provide both technical leadership and strategic facilitation to guide the development of the Strategic Plan. The assignment encompasses a comprehensive set of activities, including organizational and contextual analysis, stakeholder engagement, participatory planning, drafting, validation and finalization of the plan, while ensuring alignment with the organization’s mission, priorities and relevant health strategies.
The Senior Advisor will conduct inception meeting with Executive Team to confirm expectations, scope, roles and governance arrangements; review relevant internal documentation and external references and prepare Inception Report outlining the proposed methodology, timeline, stakeholder engagement approach and deliverables.
The Senior Advisor will facilitate structured analysis of the external environment, including the health system and policy context, relevant global and regional health and financing trends for the 2027–2030 period. This will be complemented by internal organizational analysis covering strategic positioning and comparative advantage, programmatic performance across thematic areas, partnership and network models and organizational capacity, governance and risk considerations.
The Senior Advisor will design and facilitate participatory strategic planning workshops for management level participants, applying appropriate strategic tools to support inclusive dialogue and evidence informed decision-making. This process will support consensus-building on the organization’s strategic vision, mission and core values, strategic priorities and focus areas, target populations and service delivery approaches.
The Senior Advisor will lead the drafting of SCH’s Strategic Plan (2027–2030), including refinement of the organization’s theory of change and strategic logic; definition of strategic goals, objectives, outcomes, and high-level indicators; articulation of programmatic priorities across various health areas and emerging health needs; and integration of partnership, advocacy, resource mobilization and organizational development strategies.
The Senior Advisor will facilitate validation with Executive Team, the Board and Stakeholders, incorporate feedback, finalize Strategic Plan, support development of high-level “Implementation, Monitoring and Learning Framework” and provide formal briefing session and handover to Leadership Team to support transition to implementation.
Duration and Level of Effort Estimated duration: Maximum 15 working days per month, up to 6 months

Governance, Reporting and Coordination
The Senior Advisor will report to Executive Director and Executive Team
Ethical Standards and Confidentiality
The Senior Advisor must adhere to the organization’s safeguarding, ethical and confidentiality policies. All information accessed during the assignment must be treated as strictly confidential.
Qualifications
▪ Minimum 10 years of progressively responsible experience in health sector, with strong contextual and political understanding
▪ Demonstrated senior leadership experience at national or regional level with Myanmar portfolio or Senior advisor to NGOs, INGOs or donors or proven track record in leading strategic planning processes
Technical Expertise
▪ Strong understanding of a variety of Public Health Programs and various health delivery models
▪ Familiarity with global and national health strategies, donor priorities and localization agenda
▪ Excellent analytical, synthesis and professional English writing skills
