Job Description

The Global Head of Sanctions is responsible for overall leadership and management of Block’s OFAC and International Sanctions Compliance Program.  In this role you will exercise your deep sanctions knowledge and expertise that you have honed in similar global organizations to develop and maintain the Block Sanctions Compliance Program. Working with your team and a group of cross functional stakeholders, you will ensure that the Program and underlying control and system infrastructure remain relevant and fit for purpose and in line with Block’s business strategy and plans.  Your team consists of other sanction experts and to be effective you will need to work effectively across Block, including product compliance and specialized operational sanction functions, particularly in Square and Cash App. The Global Sanctions team is part of the Global Compliance team at Block.

This position can sit in any US Block office or be full-time remote from any US state. 

You will:

  • Maintain a Global Sanctions Policy and related program documents, with specific minimum standards for controls that are used across all business units (e.g., alert decisioning and dispositioning standards for sanctions operations teams)
  • Provide senior leadership with notice of, and guidance concerning, sanctions related risks, issues, and incidents
  • Build and maintain relationships key external and internal stakeholders, including business partners, vendors, and technology providers
  • Establish credibility with, and present and explain the program to, state, federal, and international regulators 
  • Work with engineering teams as a subject matter expert to design and implement effective screening and other systemic sanctions controls
  • Provide expert sanctions compliance advice on important business matters, including employment practices, investments, partnerships, and mergers and acquisitionsWhere applicable / warranted, advise on and manage any sanctions related disclosures, licensing requests, and subpoena responses
  • Review and provide advice to colleagues on industry best practices, and important enforcement and regulatory developments; and 
  • Supervise and direct the work of a team dedicated to overseeing the implementation of Block’s Sanctions Compliance Program.

Qualifications

You have:

  • 4 year undergraduate degree (Bachelor's Degree) or equivalent experience
  • 10+ more years of private sector or government experience in sanctions compliance and risk management 
  • 5+ years of people leadership experience
  • Deep experience with, and understanding of, rules, regulations, and guidance issued by the Office of Foreign Assets Control
  • Understanding and working with data analytics teams to develop analytics based stories consumable to a broad range of audiences, including Board members
  • Expertise in several of the following subject-matter areas: BSA/AML/sanctions, consumer lending, consumer protection, or payments
  • Experience with international compliance requirements and programs
  • Experience developing end to end compliance risk management programs
  • Experience in coaching, motivating and developing teams, including working effectively across different functions.

  • Relevant industry certifications (e.g. CAMS, CRCM, CFE)
  • Deep domain expertise in data analytics and visualization platforms
  • Industry experience working in consultancy practice, development of tools/systems to support scale and efficiency across enterprise risk or compliance risk management domains

Block takes a market-based approach to pay, and pay may vary depending on your location. U.S. locations are categorized into one of four zones based on a cost of labor index for that geographic area. The successful candidate’s starting pay will be determined based on job-related skills, experience, qualifications, work location, and market conditions. These ranges may be modified in the future.

Zone B: USD $222,800 - USD $272,300
Zone C: USD $222,800 - USD $272,300
Zone D: USD $222,800 - USD $272,300

This role is also eligible to participate in Block's equity plan subject to the terms of the applicable plans and policies, and may be eligible for a sign-on bonus.
