Clearpay (part of Block) is looking for a Compliance Program Manager to support our compliance programs by implementing creative risk-based solutions in areas related to AML/CFT, marketing, transparency, and consumer protection laws and their connection to e-commerce and payments industries. You will report to the Head of Compliance / MLRO (Spain). Your goal is to ensure the business is compliant with applicable laws, regulations, regulatory requirements, and company policies and procedures. You will lead the implementation of new regulations, assist in handling a variety of compliance related matters, assist in the implementation of policies and procedures to achieve compliance with legal obligations and compliance policy, lead the customer complaints department (second line – SAC), marketing campaigns reviewer (second line), support any compliance-related internal or external audits as well as regulatory inspections, define and support the implementation of corrective action plans, provide guidance to the business and operational teams, work very closely with the Legal department and perform compliance-related training programs.
Responsibilities:
- Develop the AML/CFT program and assist the Head of Compliance for Clearpay S.A.U in their responsibility for the Clearpay EU policies and procedures for countering the risk that the Clearpay EU might be used to further financial crime.
- Support regulatory Compliance policies and procedures
- Assist with reporting to governance committees including the AML internal committees (OCI) and the Quarterly Legal Entity Board Meetings
- Training of staff on AML/CFT, PSD2, and other compliance areas driving a Culture of Compliance with laws and regulations.
- Lead and provide strategic advice in any internal or external AML/CFT audit.
- Monitor regulatory change (compliance horizon) and provide technical guidance to the business on relevant regulatory issues.
- Define and support the implementation of incoming regulations (i.e. PSD2, Bank of Spain guidance, EU regulations, etc.)
- Support marketing teams in the development and implementation of marketing campaigns according to relevant regulations.
- Develop an ongoing compliance risk assessment program for domestic and international activities and contribute to product-specific compliance risk analysis.
- Support new products approval process, including compliance risk pillar and controls assessment
Qualifications
Qualifications
- Minimum of 5-6 years of Compliance Advisory experience in a EU bank, fintech, financial services/payment services firm or providing financial regulatory advice in any Big 4.
- Understanding of payments legislation and its application in the EU and Bank of Spain supervisory regime.
- Strong written and verbal communication skills. Proficiency in English (C2 level) and native in Spanish required, written and spoken.
- Knowledge of at least two of the following subject matter areas: AML&Sanctions, EBA outsourcing, PSD2/SCA, marketing sign-off and consumer lending.
- Proven experience in designing and implementing regulatory compliance programs, including analysis of regulation, risk assessment, design of policies and procedures.
- Must be able to perform independently and with minimal supervision.
- Ability to distill and discern important information from regulatory guidance, statutes and regulations, audit findings, and other documents and determine how it impacts the business.
- Strong organizational skills – must be multi-tasked oriented and able to balance pressure and deadlines with constantly changing priorities and enjoy working in a fast paced environment.
- Contribute to the development of compliance programs, strategies, or work processes.
- Support the end-to-end implementation of assigned action plans.
- Build relationships and credibility with business leads, external partners, and regulators through collaborative and independent programs.

- SQL working knowledge
- Working knowledge of G-suite applications: sheets, docs, slides, drive and gmail.
