Job Description
The Governmental Affairs & Policy Manager, CEE is responsible for monitoring, analysing and anticipating policy and legislative developments at EU and local (CEE) level with potential impact on patient access, pricing, reimbursement and overall business sustainability.
The role focuses on:
- EU‑level policy initiatives (e.g. Joint Clinical Assessment, EU pharmaceutical legislation) and their translation and implementation into national landscapes, and
- local policy developments across CEE markets that may affect access pathways, pricing frameworks or healthcare funding priorities.
The position provides early policy intelligence, impact analysis and strategic insight to support business decision‑making and contributes to the development of relevant access and policy strategies, while also supporting countries in understanding policy changes and, where appropriate, strengthening argumentation or driving policy‑related change in a coordinated and compliant manner.
This is a regional strategic role, focused on analysis, foresight, coordination and guidance, not on direct lobbying or country‑level execution.
EU & CEE Policy Monitoring and Interpretation
- Monitor and interpret EU‑level and local CEE policy, legislative and regulatory developments relevant to patient access, pricing and reimbursement.
- Track EU initiatives and reforms and assess their expected implementation and impact at national level across EU Member States.
- Maintain structured overview of policy trends, risks and opportunities across the region.
Early Impact Analysis & Strategic Foresight
- Analyse and anticipate future policy developments with potential impact on access and business.
- Prepare early impact assessments, scenarios and risk/opportunity analyses.
- Translate policy complexity into clear, decision‑relevant insights for leadership and cross‑functional stakeholders.
- Prepare policy‑related inputs and materials to support strategic and business decisions.
Regional Policy Positioning & Coordination
- Support development and coordination of CEE‑level policy positions aligned with Sobi priorities.
- Ensure consistency of policy narratives across markets, while respecting national specificities.
- Coordinate regional responses to relevant consultations, initiatives or external developments.
Support to Countries & Advocacy Enablement
- Support local affiliates in understanding policy changes and their implications for access and pricing.
- Provide guidance, analysis and argumentation support to strengthen local positioning
- Enable countries to drive or support policy‑related change, where appropriate, through aligned and compliant approaches.
- Facilitate sharing of policy learnings and best practices across markets.
Industry Associations & External Platforms
- Coordinate Sobi’s policy‑related engagement with relevant industry associations (e.g. EFPIA, EUCOPE and selected national associations).
- Ensure structured input into working groups, consultations and position papers relevant for CEE.
- Act as a regional policy coordination point, in line with internal governance.
Cross‑functional Collaboration & Internal Alignment
Qualifications
- University degree
- Experience in governmental affairs, public policy, market access or related roles within pharma, healthcare or public institutions
- Good understanding of EU and CEE healthcare policy environments and strong understanding of pricing & reimbursement processes, payer environment and government affairs/policy/advocacy
- Experience with multi‑country coordination or industry associations is an advantage
- Multi-stakeholder project management and leadership experience, with demonstrated ability to deliver results on time and within budget
- Ability to manage complex, matrixed interactions
