Job Description

The Contracts Administrator will administer and manage US Government and commercial contracts, subcontract agreements, analyze complex bid and proposal tenders, review FAR/DFARS, and will interact with customers and lead contract negotiations. The Contracts Administrator also tracks, creates, and maintains contract data requirements and deliverables and interacts regularly with senior and executive management on matters concerning several functional areas, divisions, and/or customers. They will oversee proposal preparation and contact customers to ensure contract acquisition is in accordance with company policies, legal requirements, and customer specifications with a focus on new business with U.S. Government and commercial contracts.

Qualifications

  • Point person for Government and Commercial contract proposal development
  • Perform risk assessments and mitigation within contractual agreements, terms and conditions, regulatory requirements, documents, processes, and procedures.
  • Facilitate legal discussions around unresolved contract issues.
  • Prepare contracts as well as manage contracts signed by the company.
  • Perform on-going assessment and potential mitigation of vendor and supplier contracts.
  • Utilizes knowledge of FAR/DFAR regulations and Prime Contractor flow down provisions, usage, and applicability
  • Respond to inquiries from potential national and international customers.
  • Ensure key compliance dates and conditions are adhered to for all contracts.
  • Researching, evaluating, and implementing contract vehicles
  • Establish contractual processes and procedures in compliance with corporate policies, governmental laws, regulations, and standard industry practices.
  • Manage contract status meetings.
  • Request contract amendments in case the contracts are not satisfactory and have flaws.
  • Perform oversight of subcontractor and consultant agreements and compliance
  • Manage all contract administration activities from contract award through contract closeout.
  • Manage contract information in electronic files, and on SBIR/STTR and other government websites.
  • Maintain documented contracts for future reference.
  • Meet all Company timelines processes, training, and initiatives.
  • Perform other duties as assigned

Technical Knowledge, Skills and Abilities:

  • Knowledge of, and experience managing and administering various types of Government and Commercial agreements and contracts (e.g., FFP, CR, CPFF, T&M, IDIQ’s, SOW, Subcontracts, NDAs, TA's, POs, DoD, and various commercial agreements etc.)
  • Proficient in independently negotiating favorable terms and conditions on large multi-million-dollar contracts.
  • Strong knowledge of FAR/DFAR regulations, with an understanding of Prime Contractor flow down provisions, usage, and applicability.
  • High degree of knowledge in commercial contracting
  • Skilled understanding of contract concepts, principles, and legal applications and compliance
  • Ability to lead the negotiations for change orders due to changes to the scope of work or project terms.
  • Ability to understand the financial aspects of contracts and other business arrangements.
  • Ability to prioritize high volume contracts and proposals.
  • Experience in Microsoft Suite (Excel, Word, etc.)

Experience:

  • Minimum of 5+ years of related experience within Contracts or 8+ years demonstrated equivalency of experience and/or education.
  • Experience with ITAR/EAR controls including Technical Assistance Agreements
  • Experience with proposal writing and development

Education:  Bachelor's Degree in Contract Management (preferred Government Contract Management ) or Business Administration  

Security:  U.S. Person required (U.S. Citizen or Permanent Resident). May be required to obtain a security clearance.
