Job Description

The Sr Manager, Finance and Administration is responsible for the financial and administrative functions at Simbex, providing operational and programmatic support to ensure ongoing financial health of the organization. The Sr Manager will perform a wide range of duties including financial accounting and reporting, tax preparation and annual audit support, oversight of payroll preparation and administration, budget preparation and management, project specific accounting, grants reporting, and facilities and office administration. The Sr Manager will also be responsible driving continuous improvement in financial processes and administrative infrastructure (procedural, operational, technical) to meet the needs of a growing business with multiple programs and service models.

  • Oversees the management and coordination of all fiscal reporting activities for the organization including: organizational revenue/expense and balance sheet reports, reports to funding agencies, development and monitoring of organizational and contract/grant budgets.
  • Oversees the production of monthly reports including financial statements and cash flow projections for use by Executive management and project managers.
  • Oversees all facets of the accounting cycle financial statements, general ledger, bank reconciliations, bookkeeping, and journal entries.
  • Oversees all purchasing and payroll activity for staff and participants.
  • Develops and maintains systems of internal controls to safeguard financial assets of the organization and oversees federal awards and programs and ensures adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits.
  • Directs and coordinates company financial planning to develop the operating budget. Works with the CBDO to ensure programmatic success through cost analysis support, and compliance with all contractual and programmatic requirements. This includes: 1) interpreting legislative and programmatic rules and regulations to ensure compliance with all federal, state, local and contractual guidelines, 2) ensuring that all government regulations and requirements are disseminated to appropriate personnel, and 3) monitoring compliance.
  • Establishes guidelines for budget and forecast preparation and prepares the annual company budget in consultation with senior management.
  • Assist department and project managers with budget development and ensures accurate reporting of project/program/department performance versus budget.
  • Assist the CEO and CBDO in developing appropriate financial models to evaluate cost- effectiveness of prospective service delivery, projects or programs.
  • Ensure that staff have an appropriate understanding of financial management matters.
  • Ensures that the financial systems/technology meet the organization’s financial data processing, control and reporting requirements.
  • Oversees the coordination and activities of independent financial auditors ensuring all audit issues are resolved, and all compliance issues are met, and the preparation of the annual financial statements is in accordance with U.S. GAAP and federal, state, and other required supplementary schedules and information.
  • Monitors banking activities of the organization.
  • Monitors and maintains adequate cash flow to meet the organization's needs.
  • Oversees and tracks inventory, maintenance and calibration of all fixed assets, assuring all are in accordance with regulations.
  • Directs the Grants Management function in fulfilling reporting requirements as specified in Notice of Awards.
  • Assists in the grant or contract management process, including the preparation of budgets and financial forms, subcontracts and close out documentation. Monitors grant related spend to grant approved budgets, prepares grant budget revisions, and prior approvals as necessary.
  • Manages and prepares the annual proposal for the indirect rate agreement with the federal government.
  • Updates DUNS and SAM registration for federal grant/contract purposes.
  • Supports staff through mentoring and professional development
  • Provide finance support as a centralized functional unit; be a key resource to management and employees.
  • Work closely with the CEO, CTO, CBDO, VP of R&D, Human Resources and project  managers
  • Performs other duties as assigned.

 

Qualifications

  • BA or BS  in Accounting, Finance, or Business Administration
  • Five years experience in finance, budgeting, and accounting managerial experience
  • Experience with grant funding, including audit and financial reporting requirements for Federal Awards.
  • Experience in an organization with diverse revenue streams and subsidiary relationships, including the development of monthly and annual financials. Experience and or interest in a small, entrepreneurial, start-up environment.
  • Excellent communication skills.
  • Strong analytical skills.
  • Demonstrated ability to synthesize complex or diverse information.
  • Proficient in Quickbooks or comparable accounting package and Excel
