Job Description
We are looking for a dedicated and experienced Public Procurement Consultant to join our team. The ideal candidate will provide expert guidance and support in public procurement processes and public tenders, ensuring compliance with regulations, efficiency, and best practices. Key Responsibilities:
- Procurement Strategy:
- Collaborate with government agencies and both public as private organizations to develop effective procurement strategies.
- Assess current procurement processes and recommend improvements to enhance efficiency and transparency.
- Develop and implement public procurement strategies aligned with organizational goals and objectives.
- Conduct market research and analyse procurement needs to identify potential suppliers.
- Evaluate and select appropriate (public) procurement methods and processes.
- Manage procurement timelines and budgets to ensure efficient and effective procurement activities.
- Procurement Policy Development and Regulatory Compliance
- Monitor and enforce compliance with procurement policies and procedures.
- Stay up-to-date on changes in public procurement laws, regulations, best practices,...
- Advise clients on compliance requirements and help them navigate complex regulatory frameworks.
- Work together with legal department to ensure compliance to current and upcoming legal regulations and legislation.
- Public Procurement Tenders:
- Have understanding of different tendering procedures applicable in the public tendering environment.
- Assist clients in drafting comprehensive requests for public tenders according to public procurement regulations.
- Draft list of requirements for public tenders.
- Write proposal specific weighted evaluation, selection & awarding criteria.
- Evaluate and select suppliers based on meeting the selection criteria (if 2-step procedure is applicable)
- Evaluate and award contract to supplier(s) based on the weighted scoring on the awarding criteria.
- Review and evaluate vendor proposals and provide recommendations for vendor selection.
- Draft list of KPIs and SLAs in order to perform contract management.
- Vendor Relations:
- Build and maintain strong relationships with suppliers and vendors.
- Monitor vendor performance and address any issues or disputes that may arise.
- Training and Capacity Building:
- Conduct training sessions and workshops for client staff to enhance their procurement knowledge & skills and increase the organization’s procurement maturity level.
- Provide guidance on procurement best practices and techniques.
Qualifications
- Master degree in applied economics/law/engineering/computer science/statistics/econometrics/…
- 3 to 6 years’ experience within a consultancy firm or governmental institution
- Knowledge in public tendering procedures (including strategies, obligations, rules, obligations and threshold amounts).
- Outstanding team player and good communication skills
- Analytical mind, exploring options and able to synthesize into conclusions
- Autonomous, dynamic, result oriented, rigorous and committed
- Language skills: fluent in French, Dutch and English
- A plus would be; Prepared to participate in temporary assignments abroad (e.g. France, The Netherlands)
- A plus would be; knowledge of Belgian and international legislation
