Job Description
Sheladia Associates is seeking an experienced Environmental & Social Impact Assessment (ESIA) Specialist to support an upcoming international irrigation and water resources infrastructure project funded by leading international financial institutions.
The selected expert will support the preparation of environmental and social safeguards documentation for the rehabilitation and modernization of large-scale irrigation infrastructure, ensuring compliance with international lender requirements and national environmental legislation.
Key Responsibilities
- Lead the preparation and review of Environmental and Social Impact Assessments (ESIAs).
- Prepare Environmental and Social Management Plans (ESMPs) and other environmental and social safeguard documentation.
- Assess environmental and social risks and recommend mitigation measures.
- Coordinate environmental and social baseline studies and field investigations.
- Support stakeholder engagement activities and public consultations.
- Prepare or contribute to:
- Biodiversity Action Plans
- Cultural Heritage Management Plans
- Stakeholder Engagement Plans (SEPs)
- Livelihood Restoration Plans (LRPs)
- Resettlement-related environmental documentation, as applicable
- Coordinate with multidisciplinary engineering, environmental, and social teams throughout the design process.
- Ensure compliance with applicable national legislation and international environmental and social standards.
- Support preparation of environmental documentation required for tender packages.
Qualifications
Minimum Qualifications
- Master's degree (or equivalent) in Environmental Science, Environmental Engineering, Social Science, Environmental Management, Natural Resources Management, or a related discipline.
Required Experience
- Minimum 10 years of general professional experience in environmental and social impact assessment.
- Minimum 7 years of experience as an Environmental and Social Specialist on infrastructure projects.
- Demonstrated experience preparing ESIAs, ESMPs, and related safeguard documentation.
- Experience working on projects financed by international financial institutions such as:
- European Investment Bank (EIB)
- World Bank
- Asian Development Bank (ADB)
- European Bank for Reconstruction and Development (EBRD)
- Agence Française de Développement (AFD)
- KfW
- European Union (EU)
- or other multilateral development institutions.
- Experience supporting irrigation, water resources, transportation, or other large-scale infrastructure projects is highly desirable.

Experience with:
- Environmental Impact Assessment (EIA/ESIA)
- Environmental and Social Management Plans (ESMPs)
- Environmental due diligence

- Environmental permitting
- Environmental monitoring
- International safeguard policies and standards
- Technical report writing
Language
- Fluent spoken and written English.
Assignment Details
- International consulting assignment
- Estimated Input: Approximately 8 months during DED and 10 months during Construction Supervision
