Job Description
The Construction Quality Assurance Representative (Control Systems/IT Technology Specialist) ensures compliance with project specifications and quality standards on U.S. Army Corps of Engineers (USACE) projects focused on construction management support. This role specializes in control systems and IT technologies, including Communication security systems. The incumbent will oversee, monitor, and verify contractor compliance, ensuring project goals are achieved efficiently and effectively.
Key Responsibilities:
- Perform quality assurance inspections via the USACE three-phase inspection process, of control systems and IT technologies, including audiovisual systems, during the construction phase to verify compliance with plans, specifications, and approved submittals
- Ensure installation, integration, and performance verification testing (PVT) testing of security systems meet project quality standards and applicable regulations
- Conduct field inspections to identify and address any deficiencies or issues related to IT systems or control infrastructure
- Prepare a daily QAR report and enter it into RMS
- Monitor contractor work to ensure adherence to schedules, safety protocols, and construction quality assurance plans
- Review contractor submittals, drawings, and designs to verify alignment with USACE specifications
- Coordinate with contractors and other stakeholders to resolve technical issues during construction
- Maintain detailed records of inspection findings and contractor performance
- Provide regular reports to the construction management team regarding project progress, risks, and quality concerns
- Review and process test results, system performance evaluations, and commissioning reports
- Provide expertise on control systems, IT technologies, and associated hardware/software systems.
- Advise project stakeholders on technical requirements and best practices for system installations, particularly security systems like V-CALMS
- Participate in design reviews and provide input on constructability and feasibility of IT and control system elements
- Ensure all control systems and IT technologies comply with USACE, Army, and federal standards, codes, and security protocols
- Support coordination with cybersecurity specialists for secure implementation of connected systems
Qualifications
- Bachelor’s degree in Engineering, Information Technology, or a related field (preferred)
- 7+ years of relevant experience in construction quality assurance with a focus on control systems and IT technologies
- Familiarity with USACE construction standards and processes
- Expertise in control systems, automation, and security technologies, including experience with security commercial systems
- Strong understanding of construction management practices and quality control methodologies
- Proficiency with relevant software tools such as AutoCAD, BIM, RMS, and QA/QC tracking software
- Project Management Professional (PMP) preferred
- Relevant certifications in control systems or cybersecurity (e.g., ISA, CISSP) preferred
- Strong analytical, organizational, and communication skills
- Ability to work independently and collaboratively in a fast-paced environment
- Familiarity with Federal construction project requirements and protocols
- Must be a US Citizen
Additional Information
Work Conditions:
- This position is located at a Federal Government field office in Beltsville, Maryland
- Must be available to work on-site during a full work week
- Standard work hours apply, 8 hrs. a day
Proposed Salary: $120 - 140k annual
