Job Description

Sheladia Associates is seeking a professional Procurement Specialist to join our team for an upcoming water sector proposal in South Sudan.

The consulting services aim to support long-term flood risk management planning and investment in South Sudan, to prepare feasibility assessments and design for key priority flood risk management infrastructure, to prepare bidding documents and to conduct supervision of project work to be implemented through international contracting practices.

The work involves extensive data analysis, stakeholder consultations, options assessment, independent reviews, feasibility studies, surveying, final design and construction supervision of selected water resources management interventions.

Specific Duties for this position will include but not be limited to

  • Support in procurement of work, preparation of bidding procedures, pre-qualification of contractors if necessary and evaluation of bids and preparation of the bid evaluation report.

Qualifications

  • Advanced degree -Masters in a related field such as Business Administration, Law, Engineering.
  • At least ten (10) years of international experience in carrying out public procurement, including procurement of goods, works and consulting services, in particular: (i) operations with multinationals and international organizations; (ii) managing large civil works, goods and consulting contracts; (iii) experience working on procurement under World Bank projects dealing with works, goods and supervision contracts; (iv) similar projects and environment.
  • Proficient in PC-based applications such as MS Word, Excel, Microsoft Project, data management and excellent in Web research and navigation tools.
  • Excellent oral and written communication skills in English.
  • Excellent interpersonal skills with the ability to function efficiently and collaboratively in a group and in multicultural team environment
