Job Description

Sheladia Associates is seeking a professional Social Safeguards Specialist to join our team for an upcoming water sector proposal in South Sudan.

The consulting services aim to support long-term flood risk management planning and investment in South Sudan, to prepare feasibility assessments and design for key priority flood risk management infrastructure, to prepare bidding documents and to conduct supervision of project work to be implemented through international contracting practices.

The work involves extensive data analysis, stakeholder consultations, options assessment, independent reviews, feasibility studies, surveying, final design and construction supervision of selected water resources management interventions.

Specific Duties for this position will include but not be limited to

  • Preparation of Environmental Social Management Plan (ESMP) to be included in the bill of quantities of the construction contract. Additional required studies and assessments might include preparation of Resettlement Action Plan (RAP) and Biodiversity Action Plan.
  • Identification of most suitable rehabilitation solution based on technical, economic, social, and environmental considerations to reduce the impact of floods. These include identification of the impact of the proposed solution on social and fragility dynamics, including movement of pastoralists, refugees and internally displaced people.
  • Review the 2017 Environmental and Social Impact Assessment and propose additional work, if required.

Qualifications

  • Master’s degree in social sciences
  • Must possess expertise in preparing (ESMP) Environmental and Social Management Plans for infrastructure projects, with at least 10 years of experience in the mentioned areas.
  • Experience in the Region/Sub-Saharan Africa.
  • Prior experience in water infrastructure projects is highly desired.
  • Experience with major donor funded projects is highly desired.
