Job Description

Sheladia Associates is seeking a professional Road Engineer/Deputy Team Leader to join our team for a road project in Uzbekistan.

  • The Deputy Team Leader/Senior Road Engineer will be delegated as The Engineer's Representative and will be responsible for coordinating the inputs and the activities of the involved specialists' and the entire supervision team for the entire Project (3 lots).
  • As Deputy Team Leader, the Consultant will represent and act for the Employer at all times during the performance of the contract in accordance with the FIDIC. All notices, instructions, orders, certificates, approvals, and all other communications under the contract shall be given by the Team Leader, in coordination with the Engineer or its authorized representative in Sheladia HQ, except as may be otherwise provided in the contract.
  • Approval of the Employer will be necessary before taking any of the following actions:
  • Approval of any amendments to the detailed design, specification, or design standards to be adopted.
  • Approving the subcontracting of any parts of the Works.
  • Certifying additional cost.
  • Determining an extension of time.
  • Issuing of any and all change orders related to qualities and prices.

He/she will assist The Employer and The Engineer in day-to-day supervision tasks including but not limited to:

  • Developing and implementing a computer-aided contract management system for monitoring the civil works contract and overall project implementation, and generating monthly progress reports;
  • Organizing, coordinating, and monitoring the construction supervision activities in accordance with the civil works contract;
  • Assist in se settling contractor's claims;
  • Reviewing and certifying variation orders, contractor's applications for subcontracting parts of the works, and monthly payments to the contractor for submission to the employer.;
  • Preparing documents and progress reports to be submitted to the employer and allb; and
  • Monitor performance, deadlines, and project progress, as well as conduct seminars, assess training impacts and assist in the development of a risk management plan to avoid any unexpected incidence that may have a negative impact on project quality or completion.
  • Prepare within the first month of service project quality assurance plan and program with all aspects of quality and quantity control, which will guide the implementation of the project. The draft will be upgraded into the final version after comments are received from piu and allb, and the final version will be advertised and applied to all parties involved in implementation.
  • Prepare a comprehensive project monitoring system (pms) with the objective will be to evaluate project performance against project impact, objectives, and outputs.
  • Any other task assigned by the Sheladia HQ Project Manager relevant to the project.  

Qualifications

  • Must be a certified civil engineer, with a minimum BSc engineering degree from a recognized University,
  • Must have at least 20 years of relevant experience including 10 years of international experience (at least 4 countries outside his/her home country) covering construction supervision projects, using cement and asphalt type of pavements and interchanges (bridges/ ramps).
  • Must have proven experience in managing and operating at least four (4) similar FIDIC-based projects including civil works contracts since he/she will act as The Engineering Representative.
  • Must have excellent communication and reporting skills.
  • Must have an excellent knowledge of the English language.
  • Knowledge of the Russian language is highly desired.
