Job Description
About the Role
- We are looking for an Application/Tender specialist (with Project manager responsibilities) to support the development and implementation of our public lighting, remote management, and Smart City projects.
- This role is essential for managing public tender participation processes, preparing technical and commercial documentation, verifying bid compliance, and coordinating activities required for the successful implementation of awarded projects.
Main Responsibilities
- Monitor and analyze public tender opportunities.
- Prepare technical tender offers for public procurement procedures.
- Collect and manage documents required for participation in public procurement procedures.
- Track deadlines and ensure timely submission of bids.
- Monitor project execution from an administrative and contractual deadline perspective.
- Maintain communication with partners, suppliers, customers, and internal teams to ensure effective collaboration and achievement of objectives.
- Contribute to the continuous improvement of bidding and project management processes.
- Interpret tender documentation requirements from both technical and legal perspectives.
- Draft and submit clarification requests to contracting authorities and prepare responses to clarification requests received during procurement procedures.
- Thoroughly analyze tender documentation and formulate objections or observations regarding restrictive, disproportionate, or non-compliant technical requirements under public procurement legislation.
- Analyze technical requirements and identify compliant solutions from the Schreder portfolio, optimizing both technical performance and financial competitiveness.
- Perform lighting design calculations for street lighting projects.
Qualifications
Candidate Profile
- Bachelor's degree in a technical field.
- Advanced Microsoft 365 skills.
- English language proficiency at minimum B2 level (upper-intermediate).
- Category B driving license is an advantage.
- Experience in public procurement, public lighting, urban infrastructure, or Smart City solutions is a strong advantage.
- Knowledge of the Romanian public procurement legal framework (Law no. 98/2016 and related legislation).
- Understanding of applicable technical standards and regulations (EN, SR EN, IEC, CE, Zhaga, DALI, etc.) and ability to assess compliance with tender requirements.
- Results-oriented, detail-focused, and able to manage multiple procedures and deadlines simultaneously.
- Excellent communication and cross-functional collaboration skills.
- Knowledge of the public lighting market.
- Basic knowledge of lighting engineering is an advantage, with willingness to further develop expertise, including performing lighting calculations for street and urban lighting projects.
