Job Description

General Characteristics (Job Summary)

  • Assist the Field Control Manager on Subcontract Administration with management, administration and review of Subcontract Agreements or its amendments.

Roles and Responsibilities

  • Handle contract changes by negotiating with subcontract person.
  • Handle comprehensive cost, delay, variation claims.
  • Participate in review and negotiation of subcontractor claims under supervision and guidance by Contract Administrator III (Contract Manager).
  • Review progress invoices from subcontractor.
  • Maintain files of subcontract document.
  • Organize history of all claim, change order and back charge under subcontracts.
  • Verify subcontractor requests for release of hold back and final payments.
  • Report any potential claim related with delay or disruption through correspondence such as daily report or incoming letters, etc.
  • Respond to claims issued by subcontractors through official letters.
  • Prepare claim details and issue notification of claim to subcontractors or owner.
  • Attend weekly construction meeting with subcontractors to get update on site issues and advise construction team to avoid exposure to liabilities.
  • Review proposals submitted by subcontractors for new or additional work.
  • Prepare subcontract approval paperwork (subcontract RRC, GRRC and Tender Board paperwork) where required in support of ITT’s and awards.
  • Ensure that where appropriate the sub-contract terms drafted ensure full back to back coverage with client contracts.
  • Prepare and issue to the selected contractors approved contracts and deal with subsequent contract amendments and Call offs and purchase orders.
  • Maintain and log all subcontract change authorizations and amendments where appropriate liaise with legal, tax, insurance and compliance to obtain their input into subcontracts.
  • Such other works of incidental and related as Sub-contract Engineer.

Qualifications

Experience

  • Minimum of10 years' experience in EPC business (should be able to address the name of project, site location, the product, and possibly the contract amount either in CV or during interview).
  • Experience in drafting, submitting and defending Change Order and Claim is a MUST (should be able to address the time and cost amount of Change Order and Claim either in CV or during interview).
  • Experience in Cost and Schedule work is PLUS.
  • Fluent in English (both speaking and writing).
  • Experience in Korean EPC company is PLUS.
  • Oil and Gas industry or Petrochemical industry.
  • Experience working within an active and lively operational team.
  • Oil and gas experience in tendering, awarding, managing and negotiating subcontracts is PLUS.

Knowledge

  • Comprehensive knowledge of contract and legal issues
  • Excellent communication and management skills with proven ability of leadership.
  • Knowledge of oil/gas/petrochemical or power plants Construction issues and the cost/schedule/risk factors associated.
  • Knowledge of Government laws on construction, tax, and insurances of the host country.
  • Knowledge of international construction standards.
  • Ability to deal with contractual qualifications efficiently and effectively.
  • Solid working knowledge of logic based terms and conditions (Well Services, On-Offshore Services, Major Items of Plant and Equipment, Mobile Drilling Rigs – useful but not essential) including the ability to work with and modify special conditions.
  • Proficiency in MS Office is MUST (Word, Excel and Powerpoint).
