Job Description
General Characteristics (Job Summary)
- Responsible for the efficient execution of the project to ensure that it is delivered within schedule, cost and in accordance with the project quality and Health, Safety and Environment (HSE) standards.
- Promote safe behavior at all times.
- Assist manage and engineer a multi-discipline project through detail design, construction, commissioning, handover, and close-out.
- Ensure that the project is completed within schedule and cost budgets to the specified level of quality.
Roles and Responsibilities
- Single point responsibility for the efficient delivery of the project within schedule, cost, and quality standards.
- Develop the project Scope of Work in order to define the required deliverables.
- Establish an effective document management system for the project.
- Ensure that effective business controls are applied throughout the project and in accordance with stated requirements.
- Controls will apply to all HSE, commercial, financial, quality, integrity, and schedule issues.
- Responsible for the management of all project reporting, interface definition and management, plus liaison with Client project engineers.
- Ensure that technical integrity is fully maintained and that all deviations to project standards/procedures are formally recorded and approved.
- Identify and cost or schedule reduction opportunities and ensure that these are pursued wherever appropriate.
- Manage and report both budget and schedule on a weekly and monthly basis.
- Management of all project audit reports, and ensuring that all audit action items are closed-out in a timely manner.
- Highlight and resolve project issues at the earliest opportunity.
- Exercise control over manpower and material resources in order to complete the project within budget, schedule, quality, and HSE requirements.
- Promote a planning – execute – measure – feedback methodology in project engineering.
- Coordinate with Client, local government entities, or any companies needed for the execution of the project at any stages.
- Review the contract document and local regulation to support the project execution.
- Manage Technical Queries during engineering, and coordinate responses.
- Manage cost, schedule and delivery during the engineering and procurement process.
- Manage Technical Bid Evaluation process and production of the Technical Bid Evaluation Report.
- Drive interface management, liaising with the Client's Engineering, Operations and Maintenance staff as required to ensure a consistent approach to project completion.
- Promote safe behavior at all times.
- Ensure that own actions plus those of the project team are conducted in accordance with the HSE management system.

- Responsible for the management of all project reporting, interface definition and management, plus liaison with Client project engineers.
Qualifications
Experience
- Responsible project engineer for several medium sized Oil and Gas projects.
- Project Engineering Management experience.
- Experience of execution phases for medium sized upstream Oil and Gas projects.
- Experience in a proven capability in an EPC (Engineering, Procurement, and Construction) company.
- Experience of working with multi-national and multi-cultural project teams is strongly preferred.
Knowledge
- Knowledge of the various software packages and automated engineering and reporting systems.
- Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.
- Ability to apply concepts such as cost and schedule risk analysis and estimating techniques such as ICARUS.
- Equivalent working knowledge and experience may substitute for work in a discipline.
- Knowledge and understanding of lumpsum EPC contracting.
- Knowledge of unit rate and reimbursable contracting.
- Demonstrate sound general management skills in all aspects of project engineering.
